"In recent years, Guiyang's private economy has flourished, supporting half of Guiyang's economy and becoming the 'main force' of economic growth, the 'main channel' for employment and entrepreneurship, and the 'main force' for scientific and technological innovation." In order to promote the province to take the lead in the creation of a demonstration zone for the united front work of the private economy in the new era, Guiyang City has formed a "ten major support system" with great characteristics and highlights.

In terms of building a political guidance system, Guiyang City focuses on highlighting the "four strengthenings", that is, strengthening theoretical armament, strengthening education in ideals and beliefs, strengthening ideological guidance, and strengthening practical training. In 2020, a total of 18 special counseling reports, lecture halls, reading classes, and exchange forums, mainly representatives of the private economy, were held.

In terms of building a quality improvement system, we will focus on the implementation of the "four major projects" of "growth leadership", "strong bones", "cultivating new talents" and "mutual learning and mutual learning". In 2020, 47 sessions of various types of learning and training were carried out, and more than 4,800 training personnel were trained.

In terms of building an organizational development system, we will strengthen the "four measures", that is, to promote the deepening reform of the Federation of Industry and Commerce, build a hundred high-quality chambers of commerce, improve the selection mechanism and cultivate united front organizations. At present, the federation of industry and commerce at the municipal and county levels has built 31 chambers of commerce (associations).

In terms of building a system for participating in and discussing state affairs, we will focus on broadening the "four channels", that is, establishing private entrepreneurs to participate in important meetings, formulating enterprise-related policies, democratic supervision, and participating in comprehensively deepening reform. In 2020, a total of 741 private entrepreneurs were invited to participate in 29 important meetings such as the Guiyang Gui'an Economic Operation Analysis Conference and the Economic and Social Development Work Promotion Conference.

In terms of building a rule of law guarantee system, efforts have been made to promote "difficult to help", "confusion and explanation", "understanding of knots" and "law to be based on", formulated and issued the "Guiyang City Action Plan for Optimizing the Business Environment", established the People's Mediation Committee of the Chamber of Commerce to promote the resolution of diversified disputes, and resolved 20 cases of private enterprise dispute litigation.

In terms of building a system of government-business relations, we will focus on "three relatives and three cleansing", that is, promoting the development of "pro", implementing the policy "qing", serving enterprises "pro", "qing" government-business exchanges, solving problems "pro", discipline and rules "clean". A system for leading cadres in Guiyang City and Gui'an New District to contact and serve private enterprises has been established, and it has been clarified that the four major groups of the city and the main leaders of Gui'an New District have contacted 2 to 3 private enterprises, and other team members have contacted 3 to 5 private enterprises.

In terms of building an honor support system, we pay attention to the "triple incentive". In 2020, after recommendation, a total of 38 people in Guiyang City were commended at the national and provincial levels such as "National Advanced Individuals in Fighting the New Crown Pneumonia Epidemic", "National Labor Model", "National Advanced Individuals in fighting the epidemic in the private economy", and "Outstanding Builders of Socialism with Chinese Characteristics in the Private Economy of Guizhou Province".

In terms of building the party building system, we will highlight the "three strong leaders", that is, the party organization of the Jianqiang Chamber of Commerce leads innovation, and the party organization of Jianqiang enterprise leads the development and strengthens the pioneer demonstration to lead progress.

In terms of building a system of serving the overall situation, through the in-depth implementation of the "100 million actions", a new pattern of "business promotion" of "united front promotion, enterprise initiative, and chamber of commerce linkage" has been formed, with the Harmonious Guiyang Promotion Association as the carrier, a total of 1.549 billion yuan of support funds have been invested, and 1315 people's livelihood improvement projects have been implemented, benefiting more than 210,000 people.
