"Entrepreneurs do have a lot of worries, so this time we particularly emphasize that common prosperity is not an average wealth and other content, I think this is necessary, but also so that entrepreneurs do not have to worry, (we) will not kill the rich and help the poor, but entrepreneurs also need to fulfill their social responsibilities, in any society has a third distribution of this function." 」 Cai Fang said.

Cai Fang said that redistribution should be the mainstay, and the third distribution is only complementary and auxiliary. The United States is the third most developed country in the distribution, but the second distribution in the United States is also the worst among the developed countries. According to the literature, there is a substitution relationship between the second and third allocations, for example, in Northern Europe, the role of the third allocation is less significant.

Cai Fang said frankly that there are still many specific contents to consider how to do the specific "three distributions" in China.
