Gan Xueyong, a family member of the workers of the Lushan Qingshan Reclamation Farm, appealed to reporters that his 50-acre tea forest mountain had been opened for afforestation two years ago, and the other party said that he had obtained a land lease contract, and most of the employees in the farm were unaware of it.
The reporter learned that the Lushan Qingshan reclamation site is located in Haihui Town, bordering Poyang Lake, and belongs to the Lushan Comprehensive Reclamation Farm, and the staff and workers in the farm are mainly engaged in managing mountain forests and breeding fishing and animal husbandry.
Other employees of the reclamation farm also introduced to reporters that the earliest land was under the jurisdiction of Xingzi County, and in 1953, the people's government of Xingzi County at that time also issued land use certificates to their mountains, forests and fields, and the employees also cultivated here for generations.
Xu Zehong, a worker, said: "Just two years ago, a company called 'Wanzhong Agricultural City' said that it had rented this forest land for agricultural development, and we had lost the mountain forest on which we depended, and even the ancestral tomb mountain had to be occupied by them. ”
Gan Zhenrong, a former ranger of the reclamation farm, told reporters: "The leasing party excavated the original tea forest of the employees, replanted osmanthus trees or other seedlings, and occupied the farmland of the employees to build a reservoir for breeding, which is incomprehensible. ”

Investigation: The management model has changed, and the employees are not happy
On the morning of the 30th, the reporter came to a mountain farm called "BoquanYuan" in the Qingshan Reclamation Farm, where there were originally dense tea trees and some farmland. Workers said that there used to be many fir, camphor and fir trees on the mountain, but now they are basically destroyed.
At the Boquan Mountain Field, the reporter saw traces of newly excavated excavations, a large area of loess exposed, and in a mountain depression, several large trees that fell to the ground were buried by the soil. The newly reclaimed land contains small saplings, and some mountain ponds have also built new dams, increasing the water surface by a lot.
The reporter learned that after 1960, most people here successively brought their own forest land into the Qingshan reclamation farm, completed the identity conversion of farmers to reclamation farm workers, and handed over the forest land to the reclamation farm for unified management and use.
By 1985, the reclamation farm changed its management model, completely divided all the forest land into individual management of employees, paid a certain fee to the reclamation farm, and the staff and workers were all kinds of local and mountain, which has been inherited to this day, and the livelihood is not a problem.
Employees introduced that since the start of the "Wanzhong Agricultural City" in 2012, the appearance of this place has changed, and the nearly 170 mu of tea mountains, 120 mu of tea oil mountains and nearly 80 mu of paddy fields on which the staff of Boquanyuan rely for survival have changed owners, and the employees are not happy.

On the afternoon of the 30th, the reporter came to the field department of the Qingshan Reclamation Farm, and zeng Shaobin, the director of the farm, told the reporter that the Qingshan Reclamation Farm was established in 1957 to collect some mountain forest land in Xingzi County and Lushan District at that time as the means of production of the reclamation farm.
In January 2006, the Qingshan Reclamation Farm, which was subordinate to the Lushan Comprehensive Reclamation Farm, was transferred to the jurisdiction of the Lushan Administration Bureau, and the Qingshan Reclamation Farm applied for the relevant forest rights certificate in August of that year.
Zeng Shaobin introduced that the forest land of the Qingshan Reclamation Farm is a state-owned asset, and the reclamation farm manages it on its behalf and has the right to use the mountain forest and field of the reclamation farm. In order to improve economic efficiency, the reclamation farm applied in 2012 and approved the project by the Lushan Administration Bureau in 2013, and signed a land lease contract with the "Wanzhong Agricultural City" to engage in agricultural development.
The reporter pointed out that some employees do not understand this lease method, do not know the details of the lease contract, and have a lot of criticism of the behavior of the leasing party.
Zeng Shaobin said that he had just taken office, and after understanding the situation, he would explain and communicate with employees and disclose government information. At the same time, certain compensation will be given to the employees involved in the management of forest land, and the lessee will be urged to standardize operations and rationally develop and use the land.
