On November 8, according to the Longxi County People's Court in Gansu Province, the Longxi County People's Court held a public trial in the first instance to hear the bribery and bribery case of Zhang Guomin, former vice president of Gansu Agricultural University.

Public information shows that Zhang Guomin was born in April 1964, with a university degree and a bachelor's degree in agriculture. In his early years, he served as the director and party secretary of the Wuwei Transportation Bureau. In December 2010, he was also appointed deputy secretary of the Liangzhou District Party Committee. In October 2011, he was appointed Secretary General of the Wuwei Municipal Party Committee and Secretary of the Working Committee of the Municipal Organs.
In December 2012, Zhang Guomin was transferred to the dean of Wuwei Vocational College, and a year later, he became the party secretary of Wuwei Vocational College. In July 2018, he took up the post of Vice President of Gansu Agricultural University and Member of the Standing Committee of the Party Committee.
In November 2018, Zhang Guomin was investigated, and in January this year, he was double-opened.
Zhang Guomin's double-opening circular pointed out:
Engage in political attachment and personal attachment, participate in gangs and gangs, and seek political benefits;
Forge offensive and defensive alliances with others to resist organizational censorship;
Repeatedly exceeded the standard reception; illegal public funds banquets;
Frequent access to private clubs;
Engaging in rhetoric and undermining the principle of democratic centralism;
Illegal investment and business.
In addition, Zhang Guomin believes in "background patronage," is keen on "pleasing and welcoming," and uses small circles to seek political benefits; is disloyal and dishonest to the party; ignores discipline and law prohibitions, vigorously engages in the transmission of benefits, and undermines "pro-Qing" government-business relations; tramples on state laws, regards private enterprises as "money bags," unscrupulously demands and accepts bribes, demands and sends them while demanding money, and uses money to open the way to seek promotion.
The Longxi County People's Procuratorate alleged that between 2002 and 2017, Zhang Guomin took advantage of his position to provide assistance to others in the handling of planning permit procedures, project contracting, project fund allocation, etc., and solicited and illegally accepted 9.2 million yuan and 2.5 kilograms of gold from others.
The Guanhai Liberation Bureau noted that from 2011 to 2012, Zhang Guomin repeatedly gave Huo Ronggui 2.9 million yuan and 2.5 kilograms of gold in order to seek post adjustment and promotion.
Zhang Guomin pleaded guilty and repented in court.
Huo Ronggui, former secretary of the Wuwei Municipal Party Committee in Gansu Province, was ousted in July 2018.
On July 18 this year, Huo Ronggui's case of bribery, embezzlement, and abuse of power was heard in the first instance.
The prosecution alleged that Huo Ronggui provided assistance to others in job promotion, business operation, project contracting, land approval, project cooperation, and use of funds, and accepted property from others equivalent to more than 13 million yuan.
On September 26, Huo Ronggui was sentenced to 18 years in prison.
The Guanhai Liberation Bureau noted that Huo Ronggui had been in charge of Wuwei City for 7 years. During these 7 years, Huo Ronggui repeatedly accepted bribes from subordinate officials and businessmen, and Zhang Guomin was only one of them.
One day in early 2012, Hong, who held a leadership position in a district in Wuwei, went to Huo Ronggui's office to report on his work. In the meantime, Huo Ronggui told Hong that he was going to Lanzhou to attract investment and run projects, some of which were projects in Hong's district and needed some money to "operate". Hong quickly sent 100,000 yuan in cash to Huo Ronggui. At the beginning of 2013, Huo Ronggui took advantage of the opportunity of Hong's report to the office, and then told Hong that he wanted to go to Lanzhou to attract investment and run projects, and needed some funds, and Hong then sent a kraft paper bag containing 100,000 yuan in cash to Huo Ronggui's office.
One night before the Spring Festival in 2013, Shi Mou, the owner of a clothing company in Wuwei City, learned through others that Huo Ronggui was staying in a hotel in Wuwei City, and he came to visit with 300,000 yuan in cash prepared. When he was parting, he put the bag containing cash on the floor of the room in the name of the New Year, and Huo Ronggui was polite for a moment, and did not refuse again.
From 2012 to 2015, Zhang Mou, the owner of a chemical company in Wuwei City, sent 1 million yuan, 300,000 US dollars, some high-end clothes and cigarettes, and also sent 30,000 euros and a mobile phone worth 3,000 yuan to Huo Ronggui's son.
It is worth saying that the subordinate officials Fei and Su who had paid bribes to him said that they did not pay bribes to Huo Ronggui entirely for promotion, but because they were afraid that Huo Ronggui would deliberately make things difficult in his work and humiliate, criticize, and insult himself in front of everyone. After they gave bribes to Huo Ronggui, the "fire secretary" was indeed "less criticized and his attitude was obviously better", and some people also received attention from Huo Ronggui in the adjustment of their posts.
