In the spirit of the Circular on Launching the Special Struggle to Eliminate Organized Crime and Eliminate Evil Forces, in accordance with the Criminal Law of the People's Republic of China, the Criminal Procedure Law of the People's Republic of China, and relevant provisions, the following circulars are hereby issued on relevant matters:
I. Any person who participates in the criminal gang committing a crime or shielding or conniving at the gang, who voluntarily surrenders himself or herself and truthfully confesses his or her crime from the date of publication of this Notice to April 30, 2019, may be given a mitigated or mitigated punishment in accordance with law. Whoever continues to commit an evil deed or refuses to surrender himself within this prescribed period of time will be severely punished in accordance with law. 2. The relatives and friends of gang members shall actively persuade them to surrender themselves as soon as possible, and where they are persuaded or accompanied by relatives or friends to surrender, or where relatives or friends take the initiative to report the crime and send the offender to surrender, it is deemed to be an automatic surrender. Whoever harbors or shields gang offenders or criminals, or assists in money laundering, destruction, or fabrication of evidence, as well as conceals or conceals the proceeds of crime or the proceeds of crime, will be investigated for criminal responsibility in accordance with law.
