The Huangju irrigation project is divided into Longwai Canal and Biwa Cave Project, which is more than 10 kilometers long and has an irrigation area of more than 20,000 mu. The reason why it is called the Huangju Irrigation Project is because this project was built by a man named Huangju in the Sui Dynasty.

At that time, Huotong, the banks of the stream were barren, and the land on the south bank was suitable for farming, but because of the obstruction of the mountains, the stream could not be directly introduced, and the productivity of the farmland was low. Thousands of years ago, in the agricultural society, agricultural irrigation was extremely important, in order to create better farming conditions for future generations, Huang Ju decided to build a dam on Huotong River to divert water through the mountains.

And it is not easy to divert water through mountains. After field investigation, repeated surveys, and precise planning, Huang Ju decided to divert the water from Dashi Creek to irrigate the land on the right bank of Huotong Creek, and this required digging up the mountain beam of "Dragon's Waist" that blocked it in the middle. However, at that time, some people spread the rumor that digging up the "dragon's waist" was to "cut off the acting officials", and in order to refute the rumors, Huang Ju solemnly said that "as long as you can send incense for all generations, do not ask the acting officials", and resolutely put the plan into action. He led his children and fellow villagers to work for eight or nine years before cutting off the "dragon's waist" and carving out a nullah 1.51~2.72 meters wide, 0.95~3 meters deep and a total length of more than 5,000 meters.

After the completion of the Longwai Canal on the right bank, Huangju began to excavate the Pipa Cave on the left bank to irrigate the 100-acre field in the northeast across Xishan. At that time, there were no blasting materials and equipment, and no modern measuring instruments, and it was a fantasy to cut through a tunnel of more than 100 meters in hard granite. However, Huang Ju was not afraid of difficulties, led the villagers, faced the difficulties, and innovated the "fire and water excitation stone method".

It turned out that the charcoal was put on the stone to burn, and after it was hot, the stone was poured with cold water, and the principle of thermal expansion and contraction was used to make the stone burst, and then pry it open little by little with tools, and a tunnel with a total length of more than 700 meters was carved out in the belly of the mountain. Finally, the Biwa Cave was completed, with a total length of more than 9,000 meters, which was formed by connecting the nullah with seven sections of tunnel.
