Zheng Zhijun noted that in May last year, the State Office of the CPC Central Committee issued the "Regulations on the Construction of a Rule of Law Government and the Implementation of Responsibilities for supervision work".
The provisions make it clear that the Central Office for Governing the Country in Accordance with the Law organizes and carries out supervision of the construction and implementation of the responsibilities of the rule of law government in all provinces (autonomous regions and municipalities directly under the Central Government) and all departments of the State Council.
Article 10 of the Provisions clearly stipulates that for the staff of State Council departments and local party and government organs at all levels to perform their duties of promoting the construction of a rule of law government, the main inspectors "pay attention to improving the thinking of the rule of law and the ability to administer according to law, think about problems, make decisions, and handle things must abide by the law, pay attention to procedures, and be subject to supervision, and must not substitute words for the law, suppress the law with power, pursue profits and break the law, or bend the law for personal gain."
According to reports, the places inspected this time include Inner Mongolia, Heilongjiang, Shanghai, Jiangsu, Shandong, Guangxi, Hainan, and Qinghai, and the inspection team is led by provincial and ministerial leaders.

This is not the first time that the Central Office for Governing the Country in Accordance with the Law has carried out inspections.
In December 2019, provincial and ministerial leaders led teams to conduct on-site inspections of the construction of rule of law governments in Hebei, Shanxi, Zhejiang, Jiangxi, Guizhou, Yunnan, Shaanxi, Gansu and other provinces.

He has been working in the cultural system for a long time, serving as vice minister of culture in June 2013 and deputy director of the Culture, Literature, History and Learning Committee of the National Committee of the Chinese People's Political Consultative Conference in March 2018.
On November 4, Wan Chun, deputy ministerial-level full-time member of the Procuratorial Committee of the Supreme People's Procuratorate, also led the supervision team of the Office of the Central Committee for Comprehensively Ruling the Country in Accordance with the Law to Heilongjiang.
