Benin BESC/ECTN certification
1. ACCORDING TO THE DECREE OF THE STATE OF BENIN, ALL GOODS SHIPPED TO OR THROUGH THE PORT OF COTONOU, BENIN OR TRANSFERRED TO OTHER DESTINATIONS MUST APPLY FOR THE ELECTRONIC CARGO TRACKING FORM BESC, THE FULL NAME OF BESC: BORDEREAU DE SUIVI DE CARGAISON. BESC is also known as ECTN, ECTN full name: electronic cargo tracking note, Chinese called electronic cargo tracking list or import goods list. Benin BESC (or Benin ECTN) is a necessary certification document for export to Benin, and failure to do so may result in the inability of the shipping company at the port of departure to issue a bill of lading or the consignee at the port of destination to clear customs.

Note:
**ECTN certificate must be applied for before the shipping company issues the original sea bill of lading, and it is completed before arrival.
**The original ECTN certificate (PDF format) after the approval takes effect will be emailed to the applicant, who will forward the original certificate to the consignee at the port of destination, the shipping company, etc.
**After the CTN NO. is generated, other information except the date of the bill of lading and the bill of lading number cannot be modified. If amendments are necessary, additional modification costs will be incurred.
2. The following documents are required to apply for BESC/ECTN in Benin:
1. ECTN APPLICATION FORM APPLICATION FORM;
2. DRAFT B/L COPY;
3. Scanned copy of the stamped packing list (Packing List);
4. Scanned copy of stamped commercial invoice (Commercial Invoice);
5. Scanned copy of stamped freight invoice;
III. Application Process:

1. After the cargo is transported, please fill in the application form, together with the copy (draft) of the bill of lading, the scanned copy of the stamped packing list and the scanned copy of the stamped commercial invoice, and send it to our operation colleagues in the form of email.
2. Our operation colleagues will issue an expense slip to your company according to the application form to arrange payment.
3. After your company pays and scans the water bill to our company, our company will make ECTN herbs for your company to check according to the information provided by your company. Your company must check carefully and reply to us by email for confirmation.
4. After your company confirms the ECTN herb, our company will send the ECTN herb to the authorities for approval. After the authorities approve the number, our company will send the ECTN number to your company. Please note that after the ECTN number is issued, no other information can be modified except for the date of issue of the bill of lading, the date of departure, the name of the ship and the voyage. Otherwise, a modification fee will be charged for each modification of a place.
5. Your company needs to scan the original bill of lading to our company within three calendar days after the ECTN number is issued and reconfirm the content of the ECTN. After your confirmation is correct, we will apply for the original ECTN for your company.
6. The original ECTN (PDF format) will be sent to you by email. Your company needs to print it out or forward it to the consignee, freight forwarder or shipping company at the port of discharge.
