A few days ago, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Promoting the Green Development of Urban and Rural Construction (hereinafter referred to as the Opinions). On October 25, the New Office of the State Council held a press conference to introduce the relevant situation. At the meeting, Tian Guomin, director of the Department of Standards and Quotas of the Ministry of Housing and Urban-Rural Development, introduced China's infrastructure construction. He said that improving the systematization level of urban and rural infrastructure can effectively improve the quality of infrastructure construction, operational efficiency and ability to cope with risks, and play an important role in improving the quality of urban and rural living environments and ensuring urban and rural safety.

According to reports, at present, the housing construction department has established and improved the professional standard system of urban water supply, drainage, gas, heating, gardens, roads and rail transit, as well as domestic garbage collection, treatment and utilization, etc., and issued more than 500 relevant standards; in strengthening the systematic construction of urban underground municipal infrastructure, a filing system has been established and a census has been carried out. In addition, we will promote the pilot project of coordinated development of smart city infrastructure and intelligent networked vehicles, and promote the purification of sidewalks and the construction of bicycle lanes.
The "Opinions" recently issued further clarified the need to establish and improve the infrastructure filing system, promote the special action and systematic construction of urban and rural infrastructure to make up for shortcomings and modernization, build urban blocks with priority for public transportation and green travel, strengthen traffic noise control, strengthen fire safety management in key places such as urban high-rise buildings and large commercial complexes, continue to promote the quality and efficiency of urban sewage treatment, and comprehensively promote key tasks such as coal to electricity, coal to gas and central heating substitution.
Tian Guomin said that in the next step, the Ministry of Housing and Urban-Rural Development intends to issue full-text mandatory specifications for various types of infrastructure and strictly control the requirements of the bottom line. Vigorously promote the census and documentation of infrastructure, strive to basically find out the bottom number of facilities by the end of 2023, and basically achieve full coverage of the comprehensive management information platform by the end of 2025. In addition, the "14th Five-Year Plan for National Urban Infrastructure Construction" will be issued and implemented to strengthen overall planning and accelerate the systematic construction of facilities.
The Ministry of Housing and Urban-Rural Development will also vigorously promote the coordinated development of smart city infrastructure and intelligent networked vehicles, continue to promote the quality and efficiency of urban sewage treatment, and establish a long-term mechanism for the operation and management of sewage treatment systems.
