Xu Shao commented on Cao Cao: "The son is a powerful minister who rules the world, and a traitor in a troubled world." ("Three Kingdoms Zhi Weishu Wudi Ji" notes "Similarities and Differences") Cao Cao laughed after listening to it. This sentence also became a comment on Cao Cao's life.

At the age of twenty, Cao Cao was raised as filial piety and came to Luoyang, Kyoto, to become a lang official. Soon after, he was appointed magistrate of northern Luoyang (equivalent to the current head of the public security sub-bureau).

As soon as Cao Cao, a "Beijing official," took office, he immediately affirmed the ban and strictly disciplined the law. He also made more than a dozen five-colored sticks to hang on the left and right of the Yamen, stating that "whoever violates the ban, kill them with a stick." The uncle of the great eunuch Ji Shuo, who was deeply trusted by the emperor, was forbidden to walk at night, and Cao Cao mercilessly beat him to death with a five-color stick. Cao Cao even dared to beat the emperor's favored uncle to death, and no one dared to violate the imperial court ban anymore. However, Cao Cao also offended a group of powerful people such as Ji Shuo. Because of the face of Cao Cao's father Cao Song, the magnates sent Cao Cao to Dunqiu, far away from Luoyang, to serve as the county commander. This year, Cao Cao was twenty-three years old.

After the outbreak of the Yellow Turban Rebellion, Cao Cao's official worshipped the capital lieutenant and was ordered to join forces with Huangfu Song and others to attack the Yingchuan Yellow Turban Army, beheading tens of thousands and winning a complete victory. Cao Cao was also successfully promoted to the post of minister of Jinan, overseeing Jinan's domestic affairs. At that time, at the darkest time of Eastern Han politics, the imperial court openly sold official titles. Because Cao Cao refused to cater to the powerful, he returned to his hometown under the pretext of illness and lived a secluded life of reading in spring and summer and hunting in autumn and winter. It was not until after the Yellow Turban Rebellion subsided, in order to consolidate his rule, that Emperor Ling of Han set up the eighth lieutenant of Xiyuan, and Cao Cao was appointed as a military captain among the eight lieutenants because of his family lineage, and returned to Luoyang, the capital division.
