Huainan is located in the north-south climate transition zone of the mainland, and is also one of the dense areas of heavy rainfall in the Huaihe River Basin, and the distribution of interannual precipitation is uneven and the range of change is large during the year. In order to reduce drought and flood disasters, ensure irrigation water, and develop agricultural production, Peipi built a pond in a low place, diverted water from the upper reaches to Pi, and used the original river ditch to properly repair irrigation and drainage, and drained water downstream into fertilizer and water to Huai, forming a large-scale water conservancy project with the functions of drainage, storage, irrigation and drainage.
