Section IV

Qi County Farmers Association

In October 1943, the Communist Party of China launched a campaign to reduce rent and interest in the mountainous area of Qi County, and formed the most oppressed poor peasants into peasant associations. At that time, the farmers' association was the highest authority in the countryside. At first, each village consisted of more than 20 people, but gradually expanded. There is a chairman, vice chairman and a number of committee members, who are responsible for studying and deciding major events in the village. After the land reform, the peasant association ceased its activities.

Qi County Children's Group

In 1943, the Communist Party established children's league organizations in villages in the mountainous anti-Japanese base area of Qi County. The children's group has a leader, with platoons and classes. The weapons are red cherry guns, sabers, and clubs. Often line up to practice and sing. During the Liberation War, it developed to all villages in the county. Its mission is to help the militia to stand guard at the head of the village and at the junction, check the road, monitor the activities of landlords, bullies and other bad people. Activities ceased after the land reform.

Junior Pioneers

In 1950, all primary schools in Qi County established the Young Pioneers organization, referred to as the Young Pioneers. Participants were elementary school students under the age of 14. The organization consists of brigades, squadrons and squads. There are group leaders, group deputies, squadron leaders, squadron deputies, and squad leaders. Its charter stipulates that there are team flags, team songs, team salutes, and captain's job symbols. Team members wear red scarves and receive training and guidance from counselors. In 1966, the organization collapsed during the Cultural Revolution. It was replaced by the Red Guards in 1973 and reinstated after 1978.

After the beginning of the "Cultural Revolution" in 1966, Red Guards rebelled in middle schools, institutions, factories and mines. In 1967, many rebel organizations such as the "Erqi Commune Qixian Branch", "Artillery Committee", "River Manufacturing" and "Red Farmers' Branch" appeared in the county, gradually replacing the Red Guards. In 1973, all elementary schools established Red Soldier organizations to replace the Young Pioneers. After 1978, the Young Pioneers organization was restored, and the Red Soldier organization disappeared.

Workers' congresses and poor people's congresses

In May 1968, the Qi County established a workers' congress, and various factories and mines also had corresponding organizations. The county workers' congress is located in the courtyard of the county party committee in Zhongshan Street. Medical federations and health associations

In April 1949, Qi County Construction Medical Federation, referred to as the Medical Federation, director Wu Huixian. In June 1951, it was renamed the Health Workers Association, with Han Qinghe, the director, with 4 district branches, 56 groups, and more than 150 members. In 1954, Qi County was merged into Tangyin County. By October 1966, there were 182 members, including 41 traditional Chinese doctors, 16 Western doctors, 38 individual medical practitioners, 87 rural health workers, midwives and health workers, and 15 joint clinics. The Qi County Social Sponsorship Committee for the Restoration of Cultural Relics and Historic Sites was established on October 17, 1984, with a fundraising office responsible for receiving donations from all walks of life for the restoration of cultural relics and monuments such as Yunmeng Mountain. Section I

Three Youth Leagues

The Three Youth League, the Three People's Principles Youth League. The youngest participants were in their teens and the oldest was in their 50s. In April 1947, after the liberation of Qi County, his regiment headquarters fled to the west of Chengqiao North Street Road in Ji County with the Kuomintang Qi County Party Headquarters and set up a temporary office. In February 1948, it merged with the Kuomintang Qi County Party Department, and the Qi County Branch Department disappeared.

Boy Scout

In the 35th year of the Republic of China (1946 AD), the Kuomintang government of Qi County formed boy scouts in middle schools and central primary schools. The costume is army green, with a boat-shaped hat, epaulettes, and a leather belt. The training consisted of discipline, courtesy, operation, knotting ropes, semaphores, reconnaissance, ambulance, camping and other activities, and ceased activities until April 1947.

Supply Clubs

On May 3, the 35th year of the Republic of China (1946 AD), the Qi County Supply Branch was established, and a supply sub-station was set up. The county chief shall be the chairman, the quartermaster of the garrison unit shall be in charge, and the responsible persons of the Three Youth League, the Senate Council, the Chamber of Commerce, the county party department, the township and town offices, the civil affairs section, the finance section, and other units shall be members. The association died with the defeat of the Kuomintang in Qi County.

Section IV

The Red Cross of All Nations

On February 2, the 27th year of the Republic of China (1938 AD), the Qi County Branch of the Red Cross Society of All Nations was established as part of the Geneva International Red Cross System. Membership holders are issued a "membership certificate" and a "badge". The membership certificate is a square piece of paper certificate, printed with lace, the four corners are printed with the words "Brother", "Love", "Shirt" and "Soldier", and the words "Member Certificate of Qixian Branch of the Red Cross Society of All Nations" are printed inside. From 1927 to 1937, the business community of Qi County established a business association, also known as the Chamber of Commerce. The purpose is to safeguard commercial interests, collect domestic and foreign market intelligence, mediate internal disputes in industry and commerce, and introduce import and export trade. The business association is elected by the businessman in charge, called the business president, and later called the chairman of the business association. The term of office is two years, and he may be re-elected. The chairman and vice president do not receive a state salary, but receive an annual subsidy of 60 yuan for carriage and horse expenses, and an accountant and paperwork receive a monthly salary of 20 yuan.
