In 1999, the conditions were in place to speed up the pace of development in the central and western regions, and the time was ripe, and the central authorities made a major strategic decision to implement the large-scale development of the western region.

In 2000, the State Council's Leading Group for the Development of the Western Region was established to study the basic ideas and strategic tasks for accelerating the development of the western region.

In 2001, the "Implementation Opinions on Several Policies and Measures for the Large-scale Development of the Western Region" was promulgated, and the implementation of the strategy for the large-scale development of the western region was made in terms of increasing the investment in construction funds and giving priority to the arrangement of construction projects.

In 2004, the "Several Opinions of the State Council on Further Promoting the Large-scale Development of the Western Region" was issued, proposing 10 opinions on further promoting the large-scale development of the western region.

In 2005, the first Blue Book on the Western Region, the Report on the Economic Development of Western China (2015), was published, which conducted an in-depth study of the tremendous achievements made in the six years since the implementation of China's strategy for the large-scale development of the western region and a series of issues that need to be further explored.

In 2007, the "Eleventh Five-Year Plan for the Large-scale Development of the Western Region" was approved for implementation, and the comprehensive deployment of the large-scale development of the western region during the "Eleventh Five-Year Plan" period has become an important programmatic document for overall planning and guidance of the large-scale development of the western region.

In 2010, the "Several Opinions of the CPC Central Committee and the State Council on the In-depth Implementation of the Strategy for the Large-scale Development of the Western Region" set a 10-year development plan for the western region.

In 2012, the "Twelfth Five-Year Plan for the Large-scale Development of the Western Region" was approved, emphasizing that the "Twelfth Five-Year Plan" period is a key period for the in-depth implementation of the strategy for the large-scale development of the western region and the comprehensive construction of a moderately prosperous society, and it is necessary to firmly grasp and make good use of the period of important strategic opportunities to promote the large-scale development of the western region to a new level.

In 2015, the "Vision and Actions for Jointly Building the Silk Road Economic Belt and the 21st Century Maritime Silk Road" was released, and the "Belt and Road" brought opportunities for leapfrog development to the western region.

In 2017, the "Thirteenth Five-Year Plan for the Large-scale Development of the Western Region" was announced, which is the fourth five-year plan (plan) for the large-scale development of the western region approved by the State Council, which has played an important guiding role in strengthening the overall planning and guidance of the large-scale development of the western region from the macro level.

In 2018, the "Opinions on Establishing a New Mechanism for More Effective Regional Coordinated Development" was released, proposing innovative mechanisms to promote coordinated regional development from many aspects, most of which are aimed at the large-scale development of the western region.

In 2019, the "Master Plan for the New Land-Sea Corridor in the Western Region" was issued, which clearly stated that by 2025, the new land-sea corridor in the western region will be basically completed, providing strong support for promoting the high-quality development of the western region and building a modern economic system.

In 2020, the CPC Central Committee and the State Council issued the Guiding Opinions on Promoting the Formation of a New Pattern in the Large-scale Development of the Western Region in the New Era, proposing 36 specific opinions on strengthening the planning and construction of infrastructure in the western region and accelerating the planning and construction of major projects.
