Zhao Zihong, a villager in Zhangyang Village, Yongqing Town, Qingshui County, Tianshui City, the province, is one of the beneficiaries of photovoltaic power generation, last year the state subsidy of 20,000 yuan, they paid more than 4,000 yuan, built a distributed photovoltaic power station, more than 4,000 kWh of electricity a year, income of more than 3,000 yuan.
In 2014, Qingshui County was listed as one of the first batch of pilot counties for precision poverty alleviation photovoltaic power generation projects in Gansu Province, and a pilot project for distributed photovoltaic poverty alleviation power generation was established. The 20 MW centralized photovoltaic power station located in Yongqing Town is the largest photovoltaic poverty alleviation project with the largest installed capacity of grid-connected capacity in Tianshui City, with an annual power generation capacity of about 22 million kWh.
It is understood that there are 20 pilot photovoltaic power plants for the development of village-level collective economic poor villages in Qingshui County, distributed in 20 administrative villages such as Linxia Village in Yuanmen Town, Yangping Village in Baituo Town, and Changyang Village in Yongqing Town, with a grid-connected capacity of 1.2 megawatts, all of which are fully connected to the Internet. According to relevant policies, every kilowatt hour of electricity generated by photovoltaic power plants, poor households can increase their income by one yuan, with an annual income of 3,000 yuan, benefiting for 20 years. While photovoltaic power generation benefits poor households, it also solves the problem of empty shells of the village collective economy.

Shuangyang New Village in Yongqing Town is a new rural village relocated from another place, and hundreds of families within a radius of more than a dozen miles moved into a brand new villa-style new home last year. Villager Zheng Fengqin's home microwave oven, induction cooker, electric cake bell, electric three wheels are readily available, as one of the 15 precision poverty alleviation households in the village, the photovoltaic poverty alleviation policy allows her to get rid of poverty and enjoy an electrified life.
Yuan Baocai, a cadre stationed in Zhangyang Village, said that due to environmental factors, crops in Zhangyang Village are not easy to grow, and in years of drought and lack of water or natural disasters such as hail, crops will be harvested, and the living conditions of villagers who rely on the sky to eat are very difficult, in 2013, there were 71 poor households in the village, and the per capita income was only 2400 yuan. In recent years, the village has vigorously developed cattle breeding, pepper planting and other industries, coupled with the implementation of photovoltaic poverty alleviation policies, the whole village has achieved overall poverty alleviation, and the per capita income has reached 6800 yuan.
In order to ensure the smooth connection of photovoltaic projects to the grid and help local development of green ecological new agriculture, Qingshui County Power Supply Company takes the initiative to provide policy publicity, business acceptance, grid-connected operation and other services, designates the customer manager to track the progress of the project in real time "one-to-one", "point-to-point" reply to customer electricity technical consultation, carefully formulates the project site investigation, power supply and consumption plan, plans and builds grid-connected supporting lines in advance, and ensures that the photovoltaic poverty alleviation power station is put into operation on schedule.

Judging from the current use of the situation, photovoltaic power generation projects have the characteristics of "one investment, many years of income, and accurate poverty alleviation", which not only realizes the transformation of poverty alleviation and development from "blood transfusion poverty alleviation" to "precision poverty alleviation", but also changes people's livelihood, promotes the development of emerging industries and the effective use of rural resources.
As of July 2019, Qingshui County has completed a total of 2.31 million kWh of power generation, a cumulative settlement subsidy fund of 1.07 million yuan, and an average cumulative income of 8871 yuan per household. The settlement of the feed-in tariff income corresponds to the county's financial poverty alleviation account, which is directly transferred to the farmers, so that the 240 precision poverty alleviation households in the town can achieve no capital increase and stable poverty alleviation.
It is predicted that the electricity consumption of Qingshui County by 2020 is expected to reach 170 million kWh, with the increase of the county's electricity load, photovoltaic power generation projects will gradually become normal, and the investment prospects of photovoltaic power generation projects are promising.
