In recent years, the Henan Provincial Market Supervision Bureau has continuously strengthened the work of rapid food inspection, paid attention to the role of food rapid inspection in guarding the "light cavalry" of "tip of the tongue safety", improved the level of rapid inspection work through training competitions, "you send me for inspection" and other activities, realized the forward movement of the regulatory threshold, early detection, early warning and early disposal of food safety risks, and continuously improved the people's sense of gain and happiness. Standardize the use and management of food fast inspection vehicles Fast inspection is fast, first and foremost in the car. In order to build a mobile "laboratory" and a mobile "supervision post", the Henan Provincial Market Supervision Bureau held a fast inspection vehicle distribution ceremony as early as November 13, 2018, and distributed unified fast inspection vehicles to all counties (cities and districts). Small fast inspection vehicle, the "belly" is not small, centrifuges, pipettes, water baths and other experimental equipment are available, agricultural and veterinary drug residues, illegal additions and other substances that endanger food safety can be detected within 30 minutes, so that the advantages of "fast" are fully utilized.

In order to standardize the use and management of food express inspection vehicles, the Henan Provincial Market Supervision Bureau filled the gap in the system and studied and formulated the "Measures for the Management of Food Rapid Testing (Trial)", which standardizes the applicable principles, plan formulation, implementation of rapid inspection, utilization of rapid inspection results and daily management of rapid inspection work, so that the rapid inspection work can be regulated and followed. At the same time, the "Henan Province Interim Regulations on the Use and Management of Food Express Inspection Vehicles" and the "Notice on Strengthening the Use and Management of Food Express Inspection Vehicles" were formulated and issued, which put forward clear requirements for strengthening the operation of fast inspection vehicles, the installation of network-connected equipment, the allocation of fast inspection personnel, and improving the efficiency of the use of fast inspection vehicles, so as to truly make fast inspection vehicles move, equipment used, and food inspection.

At the same time, build a smart management platform for food rapid inspection vehicles, which not only includes functions such as data upload, data query, statistical analysis, etc., but also can shoot fast inspection videos, record temperature and humidity curves in the car, and include 167 fast inspection vehicles in the province into online management, supervise and urge them to really operate and play a role.

In response to the needs of food rapid inspection work, combined with the overall situation of food rapid inspection in the province, the Henan Provincial Market Supervision Bureau arranges the deployment of annual tasks for food rapid inspection to the use and management units of food express inspection vehicles, and each vehicle arranges no less than 500 batches of tasks every year. Training competition to improve ability The stable operation of food fast inspection vehicles requires a professional and stable fast inspection team to guarantee, Henan Provincial Market Supervision Bureau requires all localities to attach great importance to supervising each food fast inspection vehicle in the jurisdiction with 2 professional and technical personnel and 1 driver, and ensure that 2 professional and technical personnel are fixed.

In order to improve the professional skills of food fast inspection personnel and accelerate the operation and use of food fast inspection vehicles, the Food Safety Sampling and Monitoring Department of Henan Provincial Market Supervision Bureau, together with Henan Food Inspection and Research Institute, set up a special training class, took out a certain amount of funds, and lasted about 3 months every year, with the experimental operation of 30 food rapid inspection methods announced by the State Administration for Market Regulation as the training content, to train the province's county-level food fast inspection personnel, up to now more than 1,300 people have been trained, for the standardized use of food fast inspection vehicles, Operation testing provides talent support.

The Henan Provincial Market Supervision Bureau also requires all units, combined with the training of the early food express inspection vehicle, to strengthen practice, be diligent in practice, apply the training content to the actual food inspection work, and maximize the training effect.

In order to check the technical level of fast inspection personnel, the Henan Provincial Market Supervision Bureau also held the first food rapid inspection skills competition this year, through the preliminary selection, the final competition, and showed its style. Among them, the final is divided into two parts: written test and practical operation, and 24 blind samples of putrefin, furacillin metabolite and aflatoxin B ₁ are selected for competition, and the contestants are required to operate on the built-in fast inspection vehicle in turn, so as to check the proficiency of everyone's fast inspection vehicle and the ability level of the fast inspection team.

Promoting training with competition, promoting use with competition. The Henan Provincial Market Supervision Bureau organized a food rapid inspection skills competition, which is to cultivate grassroots rapid inspection masters who understand theory and can operate, promote the continuous improvement of grassroots rapid inspection capabilities, and build a "firewall" for the safety of edible agricultural products. Standardize the use of results to build a strong food safety defense line According to the "Henan Provincial Administration for Market Supervision and Administration Food Rapid Testing Management Measures (Trial)" and other relevant regulations, in addition to taking measures such as immediate removal and temporary detention of food or edible agricultural products produced in the operation of fast inspection vehicles that may not meet national safety standards, in addition to taking measures such as immediate removal from the shelves and temporary detention to prevent and control risks, it is also necessary to organize follow-up inspections in a timely manner, compare laboratory test results with rapid test results, and pay attention to the accuracy of rapid inspection products and the effectiveness of rapid inspection methods, so as to "detect a positive sample, Achieve multiple application results".

In order to form a closed-loop supervision model, if the rapid inspection results are unqualified and the random inspection person has objections to the test results, Henan Province clearly requires that it can apply for re-inspection, and the re-inspection shall not use rapid inspection.

In addition, the Henan Provincial Market Supervision Bureau will also "you send me for inspection" and the use of fast inspection vehicles and daily work with the same deployment and requirements, to realize that food fast inspection vehicles into communities, schools, wholesale markets, agricultural product processing stations, large-scale activity sites, accept the masses for inspection, testing personnel on the spot for egg milk, fresh meat, vegetables and other daily consumption of food by the masses, testing food additives, agricultural and veterinary drugs exceeding the standard, heavy metal residues and other food safety items related to the health of the masses, and actively publish the test results, give full play to the screening risks of food express inspection vehicles, The role of popular science propaganda.

Up to now, Henan Province has completed nearly 280,000 batches of rapid testing, and found 5,569 batches of positive samples, highlighting the actual effectiveness of the management and use of food rapid testing vehicles, and the role of rapid testing has gradually amplified at the grassroots level.
