The Municipal Emergency Management Bureau planned from a high starting point and promoted it with high efficiency, organized the preparation of the "14th Five-Year Plan for the Emergency Response System of Ya'an", "The Work Plan for the Construction of the "1+2+30" Emergency Rescue System in Ya'an", the "8+30+N" Emergency Avoidance System Construction Work Plan in Ya'an", the "Work Plan for the Construction of the Emergency Disaster Reserve System in Ya'an", and the special plans for the emergency response system of 25 township-level areas, and promoted the establishment of emergency management agencies in 96 townships (streets) in the city. Establish a three-level emergency management system at the city, county and township levels with integrated functions.
At the same time, meteorological early warning and emergency response linkage, regional joint prevention and control, etc. are included in the flood prevention and drought control emergency plan, and the "Linkage Mechanism of Departments for Flood Prevention and Response to Flood Geological Disasters", "Linkage Mechanism for Emergency Information Processing (Trial)" and "Notice on Further Improving the Linkage Mechanism for Military and Local Rescue and Disaster Relief" are issued to further strengthen the coordination and linkage of natural resources, water conservancy, emergency response, meteorology, fire protection and other departments (units) and military emergency response forces.
Organize the centralized revision of emergency response plans, formulate multi-disaster superimposed emergency plans, revise 27 city-level special emergency response plans, and simultaneously formulate and publish emergency rescue action plans for heavy and extraordinarily large earthquakes at the municipal level and 8 counties (districts). Organize and carry out joint emergency drills for forest fires in Ya'an, practical drills for flood prevention and land disaster prevention, comprehensive emergency drills for earthquake relief and disaster relief, cross-regional flood prevention and disaster reduction city, county (district) linkage drills, etc., and undertake emergency drills for earthquake and geological disasters in the province.
Accelerate the construction of the Sichuan Regional Emergency Rescue Ya'an Base and the Ya'an Comprehensive Emergency Management Project (DRM), coordinate the implementation of more than 42,000 pieces (sets) of 3 94-person provincial rescue forces in front of Ya'an garrison, provincial front-level disaster relief materials, and more than 10,000 pieces (sets) of disaster relief materials in some counties (districts).

It is precisely because it has experienced one major natural disaster after another that it is very important for Ya'an to do a good job in disaster prevention, mitigation and relief.
Good law precedes good governance. On December 2, 2022, the Several Provisions on Emergency Avoidance of Natural Disasters in Ya'an City was approved by the 38th Meeting of the Standing Committee of the 13th Sichuan Provincial People's Congress and officially implemented on December 20, 2022, marking the birth of the country's first local regulations on emergency avoidance of natural disasters at the prefecture-level city level. At this point, there is a "city-level guide" for disaster prevention and mitigation.
Only by "doing the work first" can "safety be left behind".
In the face of an extraordinary year 2022, the Municipal Emergency Management Bureau took the initiative to promote disaster prevention, mitigation and relief work to achieve practical results.
Complete the tasks of the comprehensive risk survey and investigation stage of natural disasters, and the typical experience of risk census has been praised by the General Survey Office of the State Council; Guide Lushan County to establish a "National Comprehensive Disaster Reduction Demonstration County" and pass the provincial and municipal acceptance, and successfully create 3 "National Comprehensive Disaster Reduction Demonstration Communities"; Hanyuan County was identified as one of the 10 pilot counties of geological disaster emergency response projects in the province.
Solidly carry out special rectification of flood prevention and disaster reduction, hold special training on flood prevention and disaster reduction at the "Yazhou Forum", establish a cross-regional joint flood prevention and control mechanism at the city, county and rural levels, and a "one-to-one" guarantee responsibility system for flood control, and transfer more than 401,000 people (times) during the flood season.
Grasp the normalization of forest fire prevention and extinguishing management, continue to strengthen the research and early warning, supervision and inspection of forest fire risk during the fire prevention period and high temperature period, and investigate a total of 225 forest fire risk hidden dangers of key targets and important facilities in the city, and take the lead in formulating and implementing village (community) forest fire prevention award compensation measures in the province.

Up to now, the city has established 27 national comprehensive disaster reduction demonstration communities, 2 provincial earthquake prevention and disaster reduction demonstration counties, 18 earthquake prevention and disaster reduction demonstration communities at or above the provincial level, 34 earthquake prevention and disaster reduction demonstration schools at or above the provincial level, 2 provincial earthquake prevention and disaster reduction science popularization education bases, and 28 rural earthquake safety demonstration sites.

Safe production is the foundation of development, the foundation of people's livelihood and the source of harmony. The Municipal Emergency Management Bureau has always kept in mind the general secretary's earnest entrustment, conscientiously implemented the national, provincial and municipal safety production work arrangements, and promoted all levels and departments of the city to build a solid safety defense line.
In 2022, a total of 23 production safety accidents, 27 deaths and 13 injuries occurred in the city, with the number of accidents and the number of injured people falling by 8% and 13.3% year-on-year, respectively, and the number of deaths increasing by 8% year-on-year.
The responsibility is heavier than Mount Tai, and the implementation is difficult in every measure. Formulate the "Implementation Plan for Implementing the 15 Measures for Work Safety of the State Council Safety Committee (Trial)", put forward 42 specific measures and 26 key tasks, and establish a work implementation list. The "Division of Work on Safety Production of Municipal Departments and Relevant Units in Ya'an City" and "Notice on Clarifying the Safety Supervision Responsibilities of Some Industries and Fields" were issued to implement the safety production responsibilities in detail.
Safety production does not tolerate sloppiness.
"No one is on duty at night, what if the company is in danger?" "Security information should be stored in the brains of front-line personnel, not locked in the drawers of organs." In 2022, in the concentrated rectification of production safety, mainly in key industries such as hazardous chemicals and non-coal mines, one problem after another was identified from the corner, and there was no escape.
Not long ago, a coal mining enterprise in Xingjing County was given fines, suspension of production and rectification and other punishments for major accidents and violations of laws and regulations, which sounded the alarm for all enterprises.
The large-scale inspection of production safety, the three-year action of special rectification of production safety "year of consolidation and improvement", the "year of work implementation" of safe production, the supervision and law enforcement of "protection of safety 2022" and concentrated rectification actions in key industries and fields have been carried out in an orderly manner, and safety risk meetings and judgments have been carried out regularly, and the "Early Warning Information on Prevention and Control of Work Safety" and "Safety Production Risk Reminder" have been issued every month, and more than 100 reminder letters have been sent to relevant county (district) and municipal departments. In 2022, enterprises and institutions in the city will investigate a total of 22,166 hidden dangers of rectification problems; The city's emergency management system inspected a total of 1,273 enterprises (times), filed 110 cases, fined 6.5481 million yuan, and ordered to stop production and business for rectification.
In addition, focusing on the key factor of "people", taking the "five advances" of safety publicity as the main line, a series of themed publicity activities were carried out to enhance the safety awareness of the whole society, and 43 safety publicity "five advances" demonstration sites in the city successfully passed the acceptance.

The 2023 Ya'an Municipal Government Work Report also pointed out that it is necessary to implement 15 hard measures for safe production and resolutely curb the occurrence of large and above production safety accidents. Accelerate the improvement of the "1+2+30" emergency rescue system, the "8+30+N" emergency avoidance system and the emergency material reserve system, build a regional emergency rescue Ya'an base in Sichuan Province, and do a solid job in the front-loading of rescue forces and disaster relief materials and equipment.
