According to CCTV News on November 11, the Hong Kong SAR government issued a notice on the 10th, strongly condemning the violent and sabotage of masked thugs.

The notice said that the masked thugs today (November 10) wantonly destroyed shops and public facilities, blocked roads, set fires, and attacked police officers in many districts, seriously damaging social tranquility, which was strongly condemned by a government spokesman.

According to a Hong Kong government statement, on the afternoon of 10 November, masked thugs went to various shopping malls to disrupt and destroy their selected shops, including restaurants in operation, causing alarm to restaurant staff and customers, including children. Rioters attacked police officers and snatched arrestees from shopping malls, while others blocked roads and burned barricades in different areas.

The lawlessness of the masked thugs, with complete disregard for the safety and rights of other citizens, is outrageous. The spokesman reiterated that the Government would never tolerate such acts of violence and that the police would continue to enforce the law and arrest lawbreakers.

In the early morning of November 11, the Hong Kong SAR government website published another Hong Kong police notice, saying that on November 10, a large number of rioters once again systematically destroyed public facilities and targeted shops, attacked police officers and blocked roads in many districts of Hong Kong, and the police strongly condemned the rioters.

According to the Hong Kong police, since 2 p.m. on 10 November, rioters gathered in various districts such as Kowloon Tong, Tsuen Wan, Sha Tin, Tuen Mun, Tseung Kwan O, Tai Po and Mong Kok, and targetedly damaged shops and facilities in a number of shopping malls, seriously disrupting social tranquility. Rioters broke into a restaurant near Sha Tin City Hall and blocked the entrance and exit of a large shopping mall in Sha Tin, disregarding the safety of the public and the right to use public facilities. The rioters also once again damaged the facilities of the MTR Sha Tin Station, endangering the safety of railway traffic.

As crimes have occurred in different shopping malls, the police have the responsibility and statutory power to enter the malls, investigate crimes and carry out arrest operations. At about 4.30 p.m., another mob vandalized shops in the Kowloon Tong City Mall. The police then dispatched civilian police officers to arrest several people on the spot to stop the crime. In the process, a large number of thugs were shouting, even attacking police officers and trying to snatch those arrested. The police then used the minimum force required to carry out the arrest operation.

At nightfall, demonstrators set fire to debris in tuen Mun, Mong Kok and Tsuen Wan, erecting barricades to block roads, which for a time seriously affected traffic in the vicinity. In response to the situation at the scene, the police used the minimum force required to disperse the operation and restore social order.

During yesterday's dispersal operation, the police dispatched crowd management special purpose vehicles and the use of tear gas to stop the rioters. As of 11:30 p.m. on 10 November, police had arrested a total of 88 people on charges including unlawful assembly, possession of offensive weapons, criminal damage, and use of masks during unlawful assembly.

The police strongly condemned the lawless violence and vandalism of the rioters. The police reiterated that they would never tolerate anyone resorting to violence for any purpose, and would resolutely take law enforcement action to restore social order and pursue all violations to the end.
