The riot was commanded by Liu Gui, and 20 young men were selected to form a commando team. The gendarmerie and the garrison soon arrived, after all, they were outnumbered, and at dawn the people were forced into a clearing, and there was nowhere to hide, so they had to be captured.

The riot failed, only 67 people managed to escape, and the rest were all arrested except for the victims, and they were taken to the Haizhou Workers' Counseling Center on the same day.
