Hawkman genuinely believes that his group is helping to maintain global stability, but those who know Waller know that she only sends other groups to interfere in global politics when the United States is in danger.

When Eagle was asked by a Kandak citizen about the places the U.S. and their superhero group have militarily occupied over the past 27 years, he began to gain a glimpse of reality. Unexpectedly, he did not respond at all and did not ask Waller about it.

This subplot is shelved as the audience is distracted by a giant CGI villain in the third act of Black Adam.

Instead, he breaks down walls in the style of "The Avid Lover" and wreaks havoc on Amon's home.
