The Institute of Political Science is run under the leadership of the General Political Department and trains a large number of political cadres in the military. The president is Luo Ronghuan, director of the General Political Department, and the first vice president is Xiao Hua, deputy director of the General Political Department. Luo Shuai recruited Mo Wenhua among the corps-level generals to serve as the deputy dean to preside over the daily work of the Political Science Academy.

At that time, Luo Shuai served as director of the General Political Department, chief procurator of the Supreme Procuratorate, director of the General Cadre Department, and dean of the School of Political Science.
