The Chinese Academy of Management Sciences, referred to as the Central Management Institute, was established on June 2, 1987 with the approval of the Chinese government on September 1, 1986 under the instructions of Comrade Chen Yun and the care and support of the main leading comrades of the Central Committee of Song Pingping. This is the first state-approved new type of scientific research consulting institution in China specializing in management science and related interdisciplinary scientific research. Liu Jiawei, Shanxi Datongren, born in 1986, Chinese national ceremony artist, the world's first left-handed painting Thangka, non-hereditary inheritor of traditional Chinese art, founder of Chinese Gelugpa filigree Thangka, Chinese Virtue and Art Shuangxin People's Artist, Oriental Chu Shuai Charity Master.

Liu Jiawei was born in Yunzhou District, Datong City, where his ancestors were engaged in the restoration of monasteries, ancient buildings, Buddha statues and other work, so that he grew up in Buddhist culture, at the age of 16, he traveled for more than three months on foot to Shigatse, Tibet to learn thangka art, and worshiped the living Buddha Mimadan of Tashilhunpo Monastery in Shigatse, Tibet, and was accepted as a closed disciple from then on to begin to study in-depth thangka culture, painting for many years, and being contented.

With his persistent pursuit of thangka and personal spirituality and understanding of thangka, coupled with his proficiency in left-handed painting, he has won the first prize of China's intangible cultural heritage, and his work "The Story of Amitabha Buddha" won the first prize in the 2017 National Hundred Artists Competition! Many works have been exhibited in Hong Kong, Macau, Taiwan, southeast Asia and other countries, and he is now the first person in the world to draw a thangka with a left hand. Teacher Liu Jiawei is also the founder of the Chinese Gelug school filigree thangka, and won the Golden Pen Award for Artistic Creation in the Chinese Calligraphy and Painting Circle.
