In an interview in February 1996, Lee Teng-hui told reporters and listeners that the PLA's march exercises would not affect Taiwan because plagiarism missiles were full of empty bombs. He even shouted that he had contacted the United States to come to Taiwan's waters and could fully cope with the PLA's fake drama and real work.

After the founding of New China, the Kuomintang still had many agents who continued to stay on the mainland in an attempt to provide intelligence so that the Kuomintang could counterattack the mainland. But as the new China grew stronger, these agents were either purged and captured, or abandoned their missions and disappeared into the crowd. And even if the Kuomintang wanted to continue to infiltrate new agents, it had no way to start.
Therefore, after the reform and opening up, the Kuomintang changed its policy and no longer trained new spies to go to the mainland, but instead used the identity of Taiwan businessmen to reasonably contact some officials on the mainland who had betrayed their faith or were eager for benefits, and plotted against them to provide intelligence to meet their own intelligence needs. Of course, as a major general in the People's Liberation Army, it was absolutely impossible for Taiwan businessmen to contact him directly, so the Taiwan agents initially targeted Liu Liankun's subordinate colonel Shao Zhengzong.
Through the identity of a Fellow Taiwan businessman, Taiwanese agent Zhang Zhipeng quickly gained shao Zhengzong's trust, and Shao Zhengzong, after hearing about Zhang Zhipeng's life of spending days and drinking, he soon became interested in this life and aroused greed in his heart.
Seeing that the matter had reached this point, Zhang Zhipeng repeatedly tested Shao Zhengzong's wishes at the cocktail party according to the plan, hoping to buy him with money.
In order to dispel Shao Zhengzong's concerns, he also made his identity public, promising Shao Zhengzong that as long as the information provided by Shao Zhengzong was correct, Then Taiwan would help him with immigration procedures and financial assistance, and when Shao Zhengzong retired, he would take him back to Taiwan to enjoy life without being sentenced by the mainland.
After Shao Zhengzong agreed, Taiwan's intelligence warfare achieved obvious results, because among the downlines currently developed, Shao Zhengzong was the highest-ranking person.

In order to protect Shao Zhengzong, Taiwan also set up a special institution called "Shaokang" to connect with it, and Shao Zhengzong is the so-called "Shaokang No. 1".
Since then, Shao Zhengzong has provided intelligence to Taiwan until his retirement. In order to be able to emigrate abroad, Shao Zhengzong also actively developed his successor, that is, his boss Liu Liankun.

Since 1992, Liu Liankun has used his identity to drag out the internal intelligence of the People's Liberation Army. The most crucial Liu Liankun originally thought that he would be protected by the Taiwan side to Taiwan, but in the blink of an eye, he was sold by Lee Teng-hui's words. In March 1999, he was caught on the spot by Chinese counter-espionage agencies at his home. In the face of his own crime, Liu Liankun knew that he was powerless to return to heaven, so he confessed to it all and was sentenced to death half a year later.
