Since 2021, Yuetang District has deeply implemented the important instructions of the central, provincial and municipal governments on cracking down on new types of illegal crimes in telecommunications networks and the spirit of relevant meetings, resolutely cracked down on cross-border telecommunications network fraud in accordance with the law, and repeatedly advised key fraud-related personnel who returned to Yuetang and stranded in Myanmar, Laos, Cambodia, the United Arab Emirates and other places to return to China as soon as possible. After preliminary work, most of the Yuetang fraud-related personnel stranded abroad have returned to China. However, there are still 6 Yuetang personnel (Rao Tong, Zhu Li, Luo Xi, Liu Zhipeng, Wang Yuan, Huang Yawei) who ignore the policy propaganda and vigorous exhortations of the party and the government, and delay or refuse to return to China. In accordance with the relevant national policies and laws, all Yuetang nationals who are still illegally stranded abroad are hereby given a public warning, ordered to return to China before September 1, 2022, and report to the township street where the household registration is located 7 days before entry, otherwise the following punitive measures will be taken in accordance with the law:
1. The public security organs are to investigate and deal with the facts of the suspected violations or crimes in accordance with law;
2. Enter the list of untrustworthy persons, restricting their credit card consumption, loan approvals, and so forth;
3. Suspend all mobile phone cards, bank cards and other businesses under my name, suspend all business of non-counter business and payment account of my bank account within five years, and may not open a new account, and the third-party payment I use, such as WeChat, Alipay, etc., will be issued by the government department to suggest that the operator be suspended;
4. Freeze their household registration and suspend all household registration and entry and exit business. Where they have lost contact for a long time or refuse to return to China within the prescribed time, their household registration shall be cancelled in accordance with law;
5. Cancel all policy subsidies (assistance) and social welfare benefits;
6. In principle, when the person and the three generations of family members of the direct family are admitted to the regiment, join the party, join the army, or recruit civil servants, they will not pass in principle;
Those who voluntarily return to China before the issuance of this Notice and before September 1, 2022 may be given a mitigated or mitigated punishment in accordance with law; Where the circumstances of the crime are relatively minor, punishment may be waived in accordance with law.
This Circular shall take effect from the date of promulgation.
