On July 24, the Department of Education of Hunan Province issued the Circular on the Introduction of Doctors from Shaoyang College.

Recently, the introduction of doctors from Shaoyang University has aroused social concern. In this regard, the Hunan Provincial Party Committee and Provincial Government attach great importance to it, and the Provincial Department of Education immediately set up an investigation team to enter the college to investigate.

After investigation, Shaoyang College did not scientifically formulate a teaching team construction plan in combination with the actual development of the college, and there were improper practices in the introduction of doctoral talents. In this process, the party committee of the college has insufficient argumentation, unscientific decision-making, and imprecise work, and Comrade Peng Xilin, secretary of the party committee, has the main leadership responsibility. The Provincial Department of Education has instructed Shaoyang College to correct the improper practices.

Previously, according to the news of the Science Network, a public notice of Shaoyang University to introduce overseas doctors showed that the school intends to "introduce" 23 overseas doctors, of which 22 belong to the school staff "graduation and return to school", and 1 belongs to the "introduction outside the school".

The 23 PhDs all graduated from Adamson University in the Philippines, majoring in philosophy (pedagogy), and the study period was from August 2019 to December 2021, only two years and four months.

The treatment of introducing these doctors can be described as generous: the introduction fee is 350,000 yuan, the scientific research start-up fee is 150,000 yuan, the transitional rental subsidy is 144,000, and the introduction fee is increased by 200,000 yuan without the need to solve the spouse's work. A single doctor totaled about 844,000 yuan, and 23 doctors exceeded 18 million yuan.

It is worth mentioning that the announcement released by the Study Abroad Service Center of the Ministry of Education on November 26, 2021 shows that the center continues to pay attention to the certification data and related reports, and now decides to strengthen the review of the accreditation applications of some institutions from now on, and the above 23 doctoral graduates of Adamson University in the Philippines are prominently listed.
