Recently, the Ministry of Agriculture and Rural Affairs issued a new version of the "Directory of Animal Diseases of The First, Second and Third Categories" and the "Norms for the Prevention and Control of Three Types of Animal Diseases". In accordance with the relevant provisions of the Animal Epidemic Prevention Law of the People's Republic of China, our Ministry has revised the original "List of Animal Diseases of Categories I, II and III", which is hereby promulgated and shall come into force on the date of promulgation. Announcement No. 1125 of the Ministry of Agriculture of the People's Republic of China issued in 2008, Announcement No. 1663 of the Ministry of Agriculture of the People's Republic of China issued in 2011, and Announcement No. 1950 of the Ministry of Agriculture of the People's Republic of China issued in 2013 shall be abolished at the same time.

Norms for the prevention and control of three types of animal diseases

In order to do a good job in the prevention and control of three types of animal diseases and promote the development of the breeding industry, this specification is formulated in accordance with the Animal Epidemic Prevention Law of the People's Republic of China.

1 Scope of application

The three types of animal diseases referred to in this specification are the three types of animal diseases listed in the Directory of Animal Diseases of Categories I, II and III (issued by Announcement No. 573 of the Ministry of Agriculture and Rural Affairs of the People's Republic of China).

This specification stipulates the requirements for the prevention of three types of animal diseases, epidemic reporting and disease diagnosis and treatment.

This specification applies to activities related to the prevention and control of three types of animal diseases within the territory of the People's Republic of China.

2 Disease prevention

2.1 Units and individuals engaged in activities such as animal breeding, slaughtering, management, isolation, and transportation shall strengthen management and maintain a clean, well-ventilated, and reasonable environmental temperature and humidity for livestock and poultry breeding; Ensure that aquatic animal breeding sites have qualified water sources, independent inlet and drainage systems, and maintain a suitable aquaculture water environment.

2.2 Units and individuals engaged in activities such as animal breeding, slaughtering, management, isolation, and transportation shall establish and implement an animal epidemic prevention and disinfection system, scientifically standardize the disinfection work, and promptly carry out harmless treatment of sick and dead animals and their excrement, contaminated feed, bedding, etc.

2.3 Units and individuals engaged in animal breeding, slaughtering, management, isolation and other activities shall control the entry and exit of vehicles, personnel, goods, etc., and strictly disinfect them.

2.4 Animal breeding farms and isolation sites, animal slaughtering and processing sites, and sites for the harmless treatment of animals and animal products shall obtain animal epidemic prevention conditions certificates; Bazaars dealing in animals and animal products shall have the corresponding animal epidemic prevention conditions.

2.5 Feed with comprehensive nutrition and good quality should be used. Livestock and poultry breeding should use clean drinking water, and encourage the adoption of a full-in, all-out, self-propagating and self-rearing breeding method.

2.6 Farm households may reasonably formulate immunization procedures according to the epidemic situation in the region and implement immunization against seriously harmful epidemics.

2.7 Farm households should take the initiative to carry out disease purification work in accordance with the requirements of the country and the region for the prevention and control of animal diseases.

2.8 Units and individuals raising breeding and dairy animals shall regularly carry out animal disease testing in accordance with the corresponding animal health standards and other provisions; Where the test is unqualified, it shall be handled in accordance with the relevant provisions of the State.

3 Outbreak reports

3.1 When units and individuals engaged in animal breeding, slaughtering, management, isolation, transportation and other activities discover that an animal is sick or suspected of being ill, they shall immediately report to the competent agricultural and rural department or animal disease prevention and control agency of the locality, and quickly adopt control measures such as disinfection, isolation, and control movement to prevent the spread of animal epidemics. When other units and individuals discover that an animal is sick or suspected of being ill, they shall promptly report it.

3.2 When practicing veterinarians, rural veterinarians, and units and individuals engaged in animal disease testing, inspection, quarantine, diagnosis and treatment, etc., discover animal diseases or suspected diseases in the process of animal disease diagnosis and testing, they shall promptly report the occurrence of animal diseases to the local agricultural and rural departments or animal disease prevention and control institutions.

3.3 Animal disease prevention and control institutions at or above the county level shall summarize the animal epidemic situation information in their administrative areas every month, and report it step by step after review by the competent agricultural and rural departments at the same level, and report the livestock and poultry epidemic situation to the China Animal Disease Prevention and Control Center, and the aquatic animal epidemic situation to the National Aquatic Technology Promotion Station. The China Animal Disease Prevention and Control Center and the National Aquatic Technology Extension Station shall submit it to the Ministry of Agriculture and Rural Affairs in accordance with regulations.

3.4 When there is an abnormal increase in the incidence, mortality rate and transmission rate of the three types of animal diseases, or when there is an outbreak epidemic, the report shall be made in accordance with the requirements of the animal epidemic situation report.

4 Diagnosis and treatment of epidemic diseases

4.1 After clinical diagnosis, epidemiological investigation or laboratory testing, comprehensive research and judgment is determined to be three types of animal diseases, the diseased animals may be treated.

4.2 For those who need to be treated with antibacterial drugs, antiviral drugs, insect repellents and insecticides, disinfectants, etc., they shall comply with the national veterinary drug administration regulations. The use of drugs should ensure accuracy, strictly implement the provisions of medication time, dosage, course of treatment, and drug break period, establish medication records, and keep them for more than 2 years.

4.3 After the treatment of livestock and poultry parasitic diseases, the excreted insects and feces should be collected in time and treated harmlessly.

4.4 The tailwater of diseased aquatic animal breeding should be treated harmlessly before discharge.

4.5 Sick livestock and poultry should be kept in isolation, and preventive measures such as drug administration and immunization should be taken for the same group of animals of sick animals when necessary.

4.6 In the process of diagnosis and treatment of animal diseases, relevant personnel should do a good job of personal protection. The utensils used during treatment should be strictly disinfected, and the medical waste generated should be harmlessly treated.
