In recent years, due to the influence of various factors, the quality of imported broodstock is unstable, the breeding generation of seedlings has poor disease resistance, mortality has increased, and the long-term rate has slowed down, resulting in a decline in shrimp production and causing huge economic losses to the mainland shrimp farming industry. The dependence on imports of Broodstock is one of the main bottlenecks hindering the sustainable development of the shrimp farming industry in mainland China. In order to break the monopoly of foreign shrimp companies, it is necessary to accelerate the development of domestic shrimp with production performance that exceeds that of imported shrimp from abroad. Therefore, it is very necessary to create a Penaeus vannamei seed industry industrial park, implement joint breeding of breeding units, improve breeding methods, and cultivate more new species of Penaeus vannamei with independent intellectual property rights.

According to Chen Guoliang, chairman of Haimao Seed Industry Group, before the establishment of Suixi Breeding Base, the output of shrimp in Haimao Seed Industry Group was only 10,000 pairs a year.
