When will it be Canada's turn? How come we haven't heard from it yet? Now, there is finally movement on the Canadian side!

Today, the Chinese Consulate General in Toronto issued the Notice on Further Adjusting the Pre-Departure Testing Requirements for Personnel Going to China in The Consular District of the Self-Consulate, announcing that the requirements for testing in China will be relaxed.

According to the current COVID-19 situation and the latest domestic requirements and the unified arrangements of the Embassy in Canada, starting from May 21, 2022 (inclusive), the pre-departure testing requirements for personnel taking direct flights to China in the consular districts of our embassies (Ontario and Manitoba) will be adjusted.

Eliminate the requirements for nucleic acid pre-testing, serum antibody testing, lung CT or X-ray testing of previously infected persons 7 days before boarding. All personnel are uniformly tested twice for nucleic acid testing and one antigen test before boarding.

In order to optimize prevention and control measures and improve the level of scientific and accurate prevention and control, according to relevant domestic regulations, from May 21, 2022 (inclusive), the pre-departure testing requirements for all personnel taking direct flights from Canada to China are adjusted as follows:

1. Uninfected persons include all persons who have not been diagnosed or tested positive for nucleic acid test (the following dates and times are calculated according to the departure date and time of direct flights to China, and the time difference needs to be considered when taking antigen tests for those who go to Vancouver to China) :(1) 1 nucleic acid test within 2 days before boarding→ (2) 1 nucleic acid test within 1 day before boarding→ (3) apply for green health code→ (4) 1 antigen test within 12 hours before boarding→ (5) the airline checks the green health code and negative antigen test results. If the requirements are not met, boarding will not be possible. (According to the relevant requirements of domestic nucleic acid testing, 1 nucleic acid test within 2 days before boarding and 1 nucleic acid test within 1 day before boarding must be carried out at different designated institutions in our museum and must include 1 CDL)

 2. Previously infected persons include those who have been diagnosed or undiagnosed but have been positive for nucleic acid testing (the following dates and times are calculated according to the departure date and time of direct flights to China, Time difference is required when checking in to China) :(1) 2 nucleic acid tests with a sampling interval of more than 24 hours → (2) 4 weeks of self-health monitoring (Annex 1) → (3) 1 nucleic acid test within 2 days before boarding→ (4) 1 nucleic acid test within 1 day before boarding→ (5) Submit all the above materials to apply for green health code → (6) 1 antigen test within 12 hours before boarding→ (7) The airline checks the green health code and negative antigen test results. If the requirements are not met, boarding will not be possible.

Previously infected persons must complete the corresponding testing and apply for a green health code in the consular area of their habitual residence, without pre-examination, and those who have previously completed the rehabilitation process apply for a health code according to the normal process. (According to the relevant requirements of domestic nucleic acid testing, 1 nucleic acid test within 2 days before boarding and 1 nucleic acid test within 1 day before boarding must be carried out at different designated institutions in our museum and must include 1 CDL)

3. Testing requires that two nucleic acid tests be completed at a testing facility designated by the Embassy or Consulates in Canada and in the same consular district (Annex II), and antigen testing must be completed at a testing institution recognized by the local health department. (CDL can provide 3 hours of antigen testing with results, Biron can provide 25 minutes of antigen testing at Montreal Airport from 5:00 to 20:40 every day, Lilium Montreal sampling point can provide half an hour of antigen testing with results, and the antigen testing time requirements can be found in the official website of the consulate general of the flight to China).

If the departure time of a direct flight to China is May 21 (the flight in the early morning of the 22nd can be counted as 21 days), the application for health code materials must include nucleic acid test results after 19 days (inclusive), nucleic acid test results after 20 days (inclusive), itinerary (usually electronic tickets or other certificates containing passenger and flight information), and proof of residence in Canada (canadian visa, MAPLE leaf card or recent utility bill with personal information and other proofs). Antigen test results are checked by the airline within 12 hours before boarding and do not need to be uploaded as health code application materials.

4. Other requirements In order to ensure the health and safety of passengers going to China, we should advocate self-closed-loop management and self-health monitoring 7 days before the trip. When applying for a green health code, you do not need to submit the "COVID-19 Vaccination Declaration Form". The content not mentioned in this notice or the relevant policies involving other special groups of people shall still be implemented in accordance with the previous relevant notices of the embassies and consulates in Canada.

5. The embassy or consulate in Canada where the testing agency is located shall be responsible for applying for consultation on the consultation and approval of the health code.
