The Squirrel, Fossil Dragon, Unicorn, Chocobo, Little Seal, Little White Elephant, Tuk Tuk, Luck Moo, Source Code Spiral, Invincible Whirlwind, Grey Sweet Velvet, Wangcai, and Gollum can all be exchanged for common shards of a normal mount in a 10:1 ratio.
Other mount shards can be exchanged for premium mount shards in a 3:1 ratio. 5 Normal Mount Universal Shards can be exchanged for 1 Premium Mount Universal Shard.
As for the use of the two, I believe everyone has guessed it. Normal Mounts Universal Shards can only be used to unlock a few free mounts, while Premium Mounts Universal Shards can be used to unlock mounts that require Krypton gold. Strictly speaking, mount-purpose shards can be used instead of any mount fragment to unlock mounts, with the exception of Chocobo, Gollum, and Source Code Spiral.
Unlocked mounts that need to be purchased directly with minicoins are naturally not in this category. For example, the cool Super Sonic Emperor Foal you can only unlock with 368 mini coins, but if you have 300 advanced mount universal fragments, you can directly unlock the Chocobo Emperor Foal, and 600 advanced mount universal fragments can unlock the Emperor Battle Dragon.
