Sony had previously published a live-action gameplay introduction to Hogwarts Legacy, and although the game wouldn't be available until later this year, the video showed a lot of detail. In other words, we can get relevant information about the villain in the game. We have now learned that there are two villains, one is a brand new character in this magical world, and the other may be related to one of the wizards mentioned in the original book.

Leprechaun Ranrok
In that 20-minute demonstration video, we learned that one of the wizards' missions was to quell a rebellion led by a goblin named Ranrok, something like this is not uncommon in the wizarding world. As the Harry Potter wiki points out, there have been three goblin rebellions long before The Hogwarts Legacy, the earliest of which dates back to 1612.
The relationship between goblins and wizards is very tense, and the attitude of wizards towards goblins has developed into a trigger for the goblin rebellion. In the Harry Potter series, many wizards believe that goblins are inferior creatures, resulting in the goblins constantly being prejudiced and ostracized.
In the official Hogwarts Legacy blog, Chandler Wood, community manager at developer Avalanche Studios, points out that Ranrok hates wizards so much that he distorts his "worldview." Moira Squier, Avalanche's narrative mastermind, explains, "Ranrok saw the true potential of magic, and he desperately wanted that power."
What's even more interesting is that we can see from the gameplay demonstration that the goblins in Hogwarts Legacy will use magic in the game. We've even seen Ranrok himself cast spells without a wand, although the original book has confirmed that goblins can indeed use magic without a wand.
Victor Lukewood
Victor Lukewood is the second villain we see in The Legacy of Hogwarts, leading a faction of Dark Wizards that form a temporary alliance with Ranrok.
Judging by his last name, it is likely that Victor Lukewood was related by blood to another wizard, Augustus Lukewood. Augustus was also a Dark Wizard, a loyal follower of Voldemort, the Death Eater. As Igor Karkaroff says in Harry Potter and the Goblet of Fire, Lukewood, as Voldemort's double agent, was placed in the Department of Mysteries and later arrested and imprisoned in Azkaban. Although it has not been officially confirmed whether the two are related, their surnames are the same and both use black magic, which is a very interesting coincidence.
While much of Hogwarts Legacy (especially the narrative angle) is still unknown, Avalanche has plenty of room to play. Throughout the Harry Potter series, books and film and television series rarely dabble in the setting of the 19th century, mainly in the 20th century, the Fantastic Beasts and Where to Find Them series is set in the 1920s, and the Harry Potter ontology film is set in the 1990s. From a legendary and narrative point of view, it's interesting that Hogwarts Inheritance certainly involves major events similar to the First and Second Wizarding Wars.
That's all we know so far about the villains in Hogwarts Legacy, and will be updated more in the future. The game will be released in winter 2022 and will land on PS5, PS4, Xbox, Switch, and PC platforms.
