
The Association of Indigenous Peoples of the Northern Khabarovsk Region was founded 30 years ago
The Khabarovsk region has always been one of the most peaceful regions in Russia, and although there are representatives of 145 peoples and nationalities in the region, including 8 ethnic groups, the region is their historical homeland. These are Nanais, Ulchis, Orochs, Negidals, Udeges, Evenks, Evens and Nivkhs
"The Khabarovsk region is a transnational family where everyone is respected and traditions are respected," said the head of the region. We love you, the indigenous people of Amur. The regional government has supported and will continue to support the KNMS Association, which not only protects the rights of indigenous peoples, but also contributes to the preservation of unique cultures, ancient handicrafts and traditions. The Sikachi-Alyan Open Air Museum is a pride of the Far East and part of the World Heritage Site. ”
Intangible cultural heritage items
In 2016, with the help of the Association of Indigenous Minorities of the Khabarovsk Region, a documentary film " Lullaby of the Dragon " was filmed , which tells the worldview, traditions and culture of the Nanai people. The film won awards at international film festivals. It was unveiled to the public at the Grodkovsky Museum in 2019.
This year it is scheduled to be screened on the big screen of the Giant Cinema. But, unfortunately, the pandemic has made its own adjustments. In the near future, a suitable internet resource will be found to maintain the quality of the video and sound, and the movie will be published there.
- Why did we make such a movie? Amazing and unique people live next to us – guardians of culture, traditions, languages, born for the people, smart, kind. They put their souls into us, we follow their example, and so we strive for the welfare of the people. Our children also need to follow someone's example. It is therefore necessary to use all forces and means to maintain the image of these people,—— convinced Lyubov Ojel, Chairman of the Association of Indigenous Minorities of khabarovsk territory. - The relentless years gradually destroyed the traces of antiquity. It's up to us only, at least she'll leave something behind.
Another project of the Association is dedicated to the protection of the song and musical creativity of the indigenous peoples of the North. The song was recorded by ethnic village groups such as Dzhari, Upper Nergen, Dada, Lidoga, Ommi, Komsomolsk-on-Amur and released five albums. The work is not yet complete. Plans to record Udge songs in Gvasyugi Village.
- There are a lot of memories of the wonderful festivals of the Soviet era, memories of wonderful artist performances. But there was nothing at that time. Such regional song festivals lasted for several days. These performances have not been preserved anywhere other than human memory. This is wrong! This miracle is very fragile," said the president of the Association of Indigenous Peoples of the Northern Khabarovsk region.

Today, very few of us speak our native language, let alone write songs— Lyubov Ojeel complains. - You need to constantly replenish your people's cultural treasure trove. It is worth noting that recording songs means preserving the language, passing it on to our children. It is easier to learn the language with beautiful songs.
The association also publishes books by national writers. For example, a collection of works by Nikolai Belda was published. There, in addition to the story, there are translations of Russian folk songs.
Of course, the work of the association is not limited to the publication of books, music collections and documentaries. Structural segmentation - Regional organizations make an important contribution to the preservation and development of national cultures.
The cooperation with the Regional Association of Scientific and Educational Culture and Creativity also plays a huge role, if not an event, it is a milestone, it has become not only a brand for the inhabitants of the Khabarovsk region. These are the Friendship Tambourine Music Festival, the Creative Transformation "Children of Amur", the Youth Music Festival of the Music Festival "Ulen Go" (In the Right Direction), the National Music Festival of National Music "Rhythms of the Far East". These are not only a review of the creative achievements of the national team, but also a real creative laboratory, not only collecting, preserving, but also developing folk art.
Holy land for the Amurs
On the eve of the anniversary of the Association of Indigenous Peoples of the North, Mikhail Diagdelev, acting chief of the Khabarovsk Territory, visited Sikachi-Alyan, the village of Nanai, a world-famous country.
According to Nina Druzhinina, the chief administrator of the village of Sikachi-Alyan, none of the governors of Khabarovsk Krai came to the open air to see the unique Neolithic "art gallery", where the oldest petroglyphs are 12,000 years old. There are images of mammoths and wild horses that became extinct in the Far East thousands of years ago.

Today, unique petroglyphs are not only affected by negative natural influences – temperature differences, periodic floods. The worst is the people, the saboteurs. The oldest inscription from the 19th century was left by Russian settlers from the village of Vyatskoye, the unofficial home of the main body and North Korean leader Kim Jong-il.
For the Amurs, the place where the basalt rocks with petroglyphs are located has always been sacred. Shamans from all over the Amur River – Nanay, Oulchi, Udege and Oroch – came here for the ceremony.
Today, the preservation of petroglyphs is a serious problem. This was discussed during the Visit by Mikhail Degtyarev.
Nina Druzhinina, citing the experience of Primorsky Krai as an example, said that thanks to the opening of the Bikinsky Reserve, not only the Siberian tiger was protected, but also the social problems of the village of Krasny Yar Udge were solved. There, 80 new jobs have emerged as a result of the reserve. For a village of three hundred people, this is the fundamental way to solve social problems.
In Khabarovsk Krai, there are rock paintings and other wealth nearby, and it is difficult for Sikhachi-Aryan to be prosperous.
"I instructed the Regional Ministry of Culture, the Ministry of Natural Resources, the Khabarovsk Region Administration to make recommendations on how we can help in this regard," Mikhail Degtyarev said. - It is necessary to protect historical monuments older than the Pyramids of Egypt, first of all to protect them from destruction and, of course, to make them the property of the whole world. The story probably begins on April 20, 1989, when a meeting of representatives of the Nana people living in the Nanai region was convened. In addition to Nanais from villages in the region, delegations from Nikolaev, Ulch, Komsomol, Solnechny, Amur, Khabarovsk Oblast, Khabarovsk and Komsomolsk-on-Amur, Uni and Gvasyugi villages in Udege village attended the meeting. In addition to finding solutions to improve lives, the main topics of the meeting also included the issue of raising the national self-awareness.
The People's Association of the Northern Khabarovsk Territory itself was established at its inaugural meeting on February 16, 1990.
Yuriy Samar was elected the first president of the Association. Over the years, the organization has been led by Nikolay Sipin, Vladimir Digor, Galina Volkova, and Lyubov Passar. Since May 27, 2015, Lyubov Odzyal has been the chairman of the regional public organization "Association of Indigenous Minorities of the Northern Khabarovsk Region".
In the success of the association, the organization of ethnic communities replaced the national fishery collective farms, the traditional field of nature management emerged at the initiative of the association, and permanent ties were established with the Hezhe-Nanai people living in China.
This year the association has won a major victory. It is worth recalling that on May 6, the Russian Ministry of Agriculture issued a shameful draft decree that limits the size of the network.
The indignation of the indigenous peoples of Amur is endless. More than 12,000 representatives of the indigenous peoples of the Amur region signed a collective appeal to the President of Russia. The length of the net is recaptured.
The Association of Indigenous Peoples of the North of Khabarovsk Territory, on the proposal of the Khabarovsk Territory Government, was included in the Federal Gazette "All-Russian Honor Book". This year, Lyubov Ojeel was awarded the first All-Russian Open Award "Pride of the Nation". She won the first prize in the nomination for "Effective Leadership of the National Cultural Association". This is not only a triumph for the individual, but also for the organization as a whole, a recognition of achievements at the federal level.
Of course, much had changed in the past 30 years, but the preservation and development of national cultures and the protection of indigenous peoples and their communities had not changed.
- The association helps everyone: there is money, there is no money. It is impossible for the participants of the competition to be without prizes, the process cannot be stopped, and we need to support all the activists. I have noticed that even if the situation is very bad, there will always be money for such purposes," Said Lyubov Ozyar. — I'm looking for original projects to support the people who created it all. Everyone who "burns" for their cause is worth money. We have accumulated as much material as we can, need to be released, need to be processed!
Every year the point of conflict was and is a fish. It is a restriction on national community fishing quotas, which replace national collective fishing farms as cities of national villages, sometimes the wrath of law enforcement officers. Our laws are good, but the charters sometimes contradict the law.
"I think we're at a real war with the Federal Fisheries Agency. They have not solved the problem, and have even exacerbated the problem and exacerbated the social problems among the representatives of indigenous peoples. The reason is that the work in the traditional fishing field is poor, even bad. They don't want to give it to the district. Why do they need indigenous peoples? The feeling is that they accept and introduce some sort of ban is simply a pleasant thing for them. We asked, "Give us to the regional level!" ”。 We know our people, we know who is naughty, and on the contrary, who needs help.

Now they will introduce the register of indigenous peoples, but they will only include those who live a traditional way of life. It turns out that the 90-year-old grandmother will not be able to fish anymore, will she not be able to catch fish? What about a child who is too young to fish? I told the officers: "We will not remove anyone from the register!" We all live a traditional way of life! ”
This is entirely a misunderstanding of the indigenous peoples. We were told: "We sympathize with you!" We imagine what will happen! That is, the officials understand that they are creating a terrible situation.
