Key points of government affairs disclosure work in 2022
To do a good job in making government affairs transparent in 2022, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Party and the 19th Plenary Sessions, adhere to the general tone of the work of seeking progress in a stable manner, accelerate the transformation of the function of open government affairs, serve the work of the party and the state center, focus on deepening the openness of government affairs around helping the stable and healthy development of the economy and maintaining social harmony and stability, improving the quality of policy disclosure, and consolidating the foundation of open work, and better play the functions of promoting implementation with openness and strengthening supervision. Greet the victory of the 20th National Congress of the Party with practical actions.
First, openness to help the stable and healthy development of the economy
(1) Strengthen information disclosure involving market entities. Enhance the transparency and predictability of policy formulation and implementation, boost the confidence of market players, and continue to create a market-oriented and rule-of-law international business environment. Increase the disclosure of support policies for catering, accommodation, retail, culture, tourism, passenger transport and other industries that have been seriously affected by the epidemic, and promote the stabilization of employment and the recovery of consumption. Establish a handling and feedback mechanism for market entities to reflect the approval of investment and engineering construction projects, respond to and solve the problem of "blocking points" in a timely manner, and promote the optimization of the investment and construction environment. Continue to advance anti-monopoly and anti-unfair competition law enforcement information disclosure efforts, creating a market environment of honesty, law-abiding, and fair competition for the standardized and healthy development of all types of market entities.
(2) Strengthen the disclosure of information related to tax reduction and fee reduction. System integration and intelligent push have introduced various tax reduction and fee reduction policies, especially large-scale VAT retention and rebate policies, to help grass-roots implementation organs and taxpayers to fully and accurately understand the policies at the first time, so that they should know everything and enjoy it. Carry out preferential tax policy consultation and policy counseling, and optimize the intelligent consultation function of the 12366 tax service platform. Relying on the tax website to improve the unified and standardized tax policy database, dynamically updated and free of charge. Increase the exposure of typical cases of fraudulent tax preferences to form an effective deterrent.
(3) Strengthen information disclosure related to expanding effective investment. Earnestly implement the spirit of the Central Economic Work Conference and the requirements of the "Government Work Report", do a good job of expanding effective investment related planning, policy documents and major construction project information disclosure in accordance with laws and regulations, and actively guide market expectations. Pay close attention to the public opinion of major construction projects and respond in a timely manner. Focus on key areas such as infrastructure shortcomings, increase policy interpretation, strengthen policy consulting services, and promote the expansion of effective investment.

(4) Continue to do a good job of disclosing information on epidemic prevention and control. Strictly implement the various systems for the release of epidemic prevention and control information, make overall use of various information release platforms, continue to release information on the progress of epidemic prevention and control, respond to social concerns in a timely and adequate manner, and prevent doubts and false speculation. Strengthen the coordination of the release of epidemic prevention and control information, and the information released by administrative organs to the public should be consistent with the work instructions issued by higher-level units to lower-level units, and enhance multi-party synergy. Further standardize the release and management of flowing information, protect personal privacy, and avoid improper impact on the parties' normal lives.
(5) Strengthen the disclosure of information on stable employment and employment protection. Strengthen policy publicity and push work, and timely convey the employment support policies issued by governments at all levels to relevant groups to help them better find employment and start a business. Increase the intensity of policy interpretation and policy training on burden reduction and job stabilization and employment expansion, focusing on policy training for grass-roots implementation organs, so that various policies can be implemented quickly, accurately, and realistically, and to maximize the benefit of enterprises and the people. Dynamically disclose the policy provisions and handling processes of skills training, so that more people can know about it and obtain employment training opportunities.
(6) Advance information disclosure by public enterprises and public institutions. Strictly implement the information disclosure system that has been introduced for public enterprises and public institutions, deeply promote the information disclosure of public enterprises and institutions, and use effective information disclosure to help strengthen supervision and management and improve service levels. Focus on strengthening the disclosure of information of public enterprises and public institutions that have a dominant market position, have strong public attributes, and need key supervision, and better safeguard the market economic order and the vital interests of the people.
III. Improve the quality of policy disclosure
(7) Deepen centralized disclosure of administrative regulations and rules. Improve the administrative law database of the Chinese government legal information network, complete the collection of historical texts of current effective administrative regulations by the end of 2022, standardize the online text format, and optimize the data download function. Consolidate the results of centralized and public work on rules and regulations, establish and improve working mechanisms for dynamically updating rules and regulations, release official versions of existing effective rules and regulations with high quality, steadily advance the collection of historical texts of rules and regulations, and explore the construction of a unified national rule database.
(8) Carry out centralized disclosure of administrative normative documents. Release the official version of the administrative normative documents with high quality, disclose and dynamically update the current effective administrative normative documents in the open government information column of the government website, and take the lead in completing the State Council departments, provincial governments and their departments by the end of 2022, and the municipal and county-level governments and their departments will advance in an orderly manner in combination with the actual situation. All departments in charge of open government information work should strengthen overall planning, give better play to the positive role of the results of centralized disclosure of policies, and provide a basic basis for administrative organs to handle government service matters and compile lists of rights and responsibilities with a complete, accurate, and dynamically updated current and effective system. Strengthen the promotion and use of the results of centralized disclosure of policies, facilitate the public to fully understand various systems and regulations, and ensure and supervise the effective implementation of administrative management by administrative organs.
(10) Optimize policy consulting services. Increase the construction of policy consultation windows, improve the level of policy consulting services for government service convenience hotlines and entity service halls, and better answer questions that are closely related to the vital interests of the people in terms of childbirth, schooling, employment, entrepreneurship, pension, medical care, tax payment, and epidemic prevention and control. Strengthen the use of artificial intelligence and other technologies, build a unified intelligent policy Q&A platform, and answer them in the form of videos, illustrations, texts, etc. around various high-frequency policy consultation matters, forming a policy Q&A library and continuously enriching and improving.
IV. Consolidate the foundation for open work
(11) Standardize the implementation of open government information systems. Strengthen awareness of standardization in open work, improve systems for reviewing the confidentiality of open government information, strictly do a good job of confidentiality reviews of government information to be disclosed in accordance with laws and regulations, prevent the leakage of state secrets, work secrets, and sensitive information, and prevent data aggregation from triggering the risk of leaks. (12) Scientifically and reasonably determine the methods of disclosure. By the end of 2022, the government websites under the supervision of the State Council departments and the websites of provincial government departments will fully support version 6 of the Internet Protocol, and promote the support of mobile clients for government affairs at the provincial and ministerial levels to support version 6 of the Internet Protocol. Deeply promote the reduction of government website collections, strengthen the construction of new media matrix for government affairs, strengthen local and departmental coordination, and timely and accurately convey the authoritative voice of the party and the government. (14) Solidly advance grassroots government affairs openness. In order to promote standardization through openness, county-level governments should promptly disclose the declaration information of agriculture-related subsidies, and at the same time summarize the actual results of the financial subsidy funds for the benefit of the people and farmers for the rural areas in that year, and before the end of the year, the results will be disclosed through the village affairs open column by the village as a unit, and the relevant materials will be retained by the villagers' committee for villagers to inquire at the end of the disclosure period. Promote the implementation of information release, policy interpretation, and government affairs public opinion response subject responsibility. While issuing major policies, we should do a good job of interpretation, take the initiative to solve doubts and doubts, actively guide public opinion, and effectively manage expectations. Fully assess the various possible implications of the policy itself, as well as the possible additional effects of timing and circumstances, and avoid misunderstandings and misinterpretations. Strengthen the monitoring of government affairs public opinion and risk judgment, do a good job of forward-looking guidance, better respond to the concerns of the people and market entities, and create a good atmosphere for economic and social development.
(16) Effectively improve work style. All departments in charge of open government information work should truly perform their legally prescribed duties, further strengthen work guidance, proactively help lower-level units resolve major and difficult problems in their work, and ensure that all work is smooth and orderly. Further standardize third-party assessments of open government affairs, and governments at or below the prefectural and municipal levels will no longer carry out third-party assessments of open government affairs. Lower-level units must not carry out business cooperation such as open government affairs consultation, training, and outsourcing with third-party assessment bodies entrusted by higher-level units. Where administrative organs publicly release ranking results or problem reports to the public, they must report to the principal responsible comrades of that administrative organ for approval in accordance with procedures.
(17) Earnestly grasp the implementation of work. Each department in charge of open government information work should, in light of the key tasks proposed in this main point, sort out and form a work ledger for that region and system, clarify the responsible entities and time limit requirements, and promote implementation item by item. Carry out a "review" of the implementation of the key points of the previous year's work, and supervise and urge rectification of those that have not been completed. The implementation of these key points should be included in the annual report on open government information work to be disclosed, and accept social supervision.
