The amount of benefits conveyed by the briber ranges from one million yuan to ten million yuan, and Chen Hui, the actual controller of Zhuzhou Guohui Building Materials Co., Ltd., has successively given money and goods to Tan Runhong, former secretary of the Youxian County Party Committee, with a total value of more than 22.38 million yuan.

The means are hidden and the methods are diverse. In addition to naked money and gifts, there are also interests conveyed through loans and interest collection, false investments, etc., and some are conveying benefits to specific related parties in an attempt to avoid risks and evade investigation.

"Bribers unscrupulously 'hunt' are an important inducement for corruption, which also increases the difficulty of review and investigation to a certain extent." Zhang Hua said that some bribers "change vests," "steal beams and change pillars," and even "retreat behind the scenes." This kind of disguised bribery is highly concealed and requires discipline inspection and supervision organs to invest more time and energy, peel back the cocoon, and investigate and collect evidence.

Among the reported cases, there was also a case of bribery by a unit.

Bribery by a unit refers to the act of a unit giving bribes in order to seek improper benefits, or violating state regulations by giving kickbacks or handling fees to state functionaries, and the circumstances are serious. "There are differences between bribery paid by units and bribes by individuals in terms of subject, criterion for constituting guilt, and attribution of illegal income, but in practice, there are often differences in the determination due to the invisible variation and renovation and upgrading of the means of bribery." Zhang Hua introduced that in the bribery case of Zhuzhou Guohui Building Materials Co., Ltd., because it has the identity of the main body of the unit, reflects the will of the unit, and is for the interests of the unit, it is a typical unit bribery, so it is necessary to implement double punishment according to law, and sentence the unit and the directly responsible person to a criminal punishment.

How to accurately and effectively crack down on bribery that obtains huge illegal benefits and has a bad social impact, and at the same time minimizes the impact of law enforcement on the production and operation of enterprises?

In practice, the discipline inspection and supervision organs of Hunan Province have implemented the "Opinions on Further Promoting the Investigation of Bribery and Bribery Together", focusing on investigating and dealing with bribery in five aspects, such as repeated bribery, huge bribes, and bribery to many people, especially after the Eighteenth National Congress of the Communist Party of China, and constantly improving the accuracy and effectiveness of cracking down on bribery.
