Zhang Qianyun, a cadre and police officer of the Fourth Procuratorial Department, interpreted the "Case-Handling Rules" for everyone from several aspects, such as basic principles, key provisions, and case-handling procedures, combined with work practice, focusing on the principle of separating the jurisdiction of public interest litigation case filing from litigation jurisdiction, the methods and safeguards for the investigation of public interest litigation cases, and the conditions, decision procedures, filing procedures, and follow-up investigation work of procuratorial suggestions.
Zhang Wenying stressed that the "Case Handling Rules" are long-awaited institutional norms for public interest litigation procurators, which provide the most authoritative and clear legal guidelines for standardizing procuratorial organs' performance of public interest litigation procuratorial duties and strengthening the protection of national interests and social public interests. In their future work, cadres and policemen of the Fourth Procuratorial Department should: First, they should enhance their ideological understanding and enhance their awareness of procedures, authority, and timeliness; second, they should strictly abide by the "Rules for Handling Cases," further standardize case-handling procedures, and do a solid job in detail in public interest litigation cases; third, they should respond to the requirements of case-handling practice in a timely manner, further improve the quality and efficiency of case-handling, and achieve the organic unity of political, legal, and social effects through case-handling.
