On the morning of the 12th, General Secretary Xi Jinping came to the Yangpu Economic Development Zone in Danzhou City, Hainan Province, to learn about the development of the Yangpu Economic Development Zone and the construction of a free trade port with Chinese characteristics.

The story of spring, from more than 30 years ago.
In April 1988, Hainan established the largest special economic zone in the country, this pioneering initiative of reform and opening up made Hainan synonymous with dreams and hopes, and 100,000 people who crossed the sea to chase their dreams - "Go to Hainan and do something!" ”
It was born because of reform and opening up, and prospered because of reform and opening up. Hainan Province and the Hainan Special Economic Zone shoulder the historical heavy responsibility of exploring and building a socialist market economic system and breaking new ground for the reform of the national economic system. The development of Yangpu has also become an important project in the early days of the establishment of Hainan Province.
In March 1992, Yangpu Economic Development Zone was established, becoming the first state-level development zone in mainland China to develop in pieces of foreign investment and enjoy the bonded zone policy. In September 2007, the State Council approved the establishment of Yangpu Bonded Port Area, and subsequently realized the sole government-owned development of Yangpu. In April 2008, Hainan Yangpu Development and Construction Co., Ltd. was established with a registered capital of 3 billion yuan. In March 2010, the Yangpu Management Committee straightened out the institutional mechanism and established a joint mechanism of party, government and enterprises integrating economy, society and administration, and the development and construction of Yangpu entered a new stage.
The sea of stars, the ebb and flow of the tide, and the sea breeze have been blowing for 30 years, witnessing hainan's development into an important window for the mainland's reform and opening up, and Yangpu has also become an important town in Hainan's real economy and the forefront of opening up to the outside world.
Today, Yangpu has built 47 port berths with a capacity of 110 million tons. In the first quarter of 2022, the port completed a total throughput of 403,300 TEUs, an increase of 61.84% year-on-year, the best level in the same period of history.

The "model room" for the construction of the free trade port
The spring breeze of free trade is coming, and the tide of Yangpu is standing.
In April 2018, Hainan, the "year of establishment", received a precious gift - the Party Central Committee decided to support the construction of a free trade pilot zone on the whole island of Hainan, support Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics, and establish a free trade port policy and institutional system step by step and in stages.
In June 2020, the "Overall Plan for the Construction of Hainan Free Trade Port" was released to the public, and in the length of more than 14,000 words, "Yangpu" was mentioned 7 times. Subsequently, Yangpu Economic Development Zone was listed as "Hainan Free Trade Port Yangpu Economic Development Zone", according to the industrial positioning of "international shipping hub, advanced manufacturing base, bulk commodity distribution and trading base, and international trade innovation demonstration zone of the new land and sea corridor in the west", to build a demonstration area for the construction of a free trade port and a high-quality development growth pole in the province.
The construction of a free trade port with high quality and high standards, General Secretary Xi Jinping is far-sighted. He made important instructions on the construction of the Hainan Free Trade Port, emphasizing that "institutional integration and innovation should be placed in a prominent position". Grasping the fundamental focus of institutional integration innovation, Yangpu has completed more than 40 institutional innovations. In November last year, the State Council Issued a circular commending the 48 typical experiences and practices found by the Eighth General Inspection of the State Council, and the Yangpu Economic Development Zone deepened institutional integration and innovation to create a "model room" for the construction of Hainan Free Trade Port.
In June last year, the 29th session of the Standing Committee of the 13th National People's Congress passed the "Hainan Free Trade Port Law of the People's Republic of China", with 8 chapters, 57 articles and more than 6,000 words, giving Hainan greater legislative power and reform autonomy, and consolidating the foundation of the rule of law in the construction of the free trade port.
Giving full play to the policy dividends of the free trade port, Yangpu Economic Development Zone last year's GDP increased by 34% year-on-year, operating income exceeded 500 billion yuan; 23,000 new market entities, an increase of more than 85% year-on-year, promoting 43 enterprises to obtain "zero tariff" qualifications; the implementation of a special ship registration system, "China Yangpu Port" registered 30 international ships.
Boldly try, boldly break through, and change independently, Yangpu pressed the "fast forward button" and ran out of the "acceleration".
The "new door" of high-level opening up to the outside world
The sea and sky are endless, connecting the world. The road to the sea is an important way for a country to develop.
When the changes of the times and the epidemic of the century are superimposed on each other, where does China go?
"China's economy is an ocean, not a small pond." "After countless storms, the sea is still there!" ...... At the first CIIE, President Xi Jinping used the sea as a metaphor for China's economy, declaring the confidence of the Chinese people to overcome all difficulties and challenges on the way forward, indicating the determination of China's economy to accelerate its transition to the track of high-quality development.
The door to openness will not be closed, it will only open wider and wider – this is China's solemn commitment to the world.
The rivers converge, the waves sweep the sand, and the world economy is also a sea. Only by embracing the sea can we grasp the direction of the wind, gallop the sea, and capture the direction of the tide.
The port is a bridge, a link, the hope of sailing away, and the harvest of returning with full loads.
Yangpu Port, a key node of the golden waterway of the Pacific and Indian Oceans, is an international shipping hub where the new land-sea corridor in the western part of the mainland meets the 21st Century Maritime Silk Road. At present, the total number of routes in Yangpu Port is 39, including 18 foreign trade routes and 21 domestic trade routes, forming a new pattern of routes that "have both domestic and foreign trade and access to near and far seas", and becoming another "new door" for high-level opening up to the outside world.
Wuhan Xingang Yangluo Container Port Area, Chongqing Liangjiang New Area Guoyuan Port, Guangxi Beihai City Tieshan Port Public Wharf... Where the heart is going, it is also the place where the action goes, and the port, in the heart of General Secretary Xi Jinping, carries a heavy weight.
"We must aim to build a world-class smart port and a green port, and better serve the coordinated development of Beijing-Tianjin-Hebei and the joint construction of the 'Belt and Road'." In January 2019, the general secretary pointed out during his inspection of Tianjin Port.
In March 2020, at the critical moment of comprehensively promoting the prevention and control of the epidemic and economic and social development, the general secretary went to Ningbo Zhoushan Port to brave the rain to inspect the container operation scene at the terminal site and understand the port operation.
In September 2014, he inspected the Colombo Port South Container Terminal in Sri Lanka and attended the opening ceremony of the port city; in November 2019, during his visit to Greece, he visited the COSCO SHIPPING Piraeus Port project and had a cordial conversation with the port staff... The port has also appeared many times in President Xi Jinping's foreign visit itinerary to expand the "circle of friends" of opening up and cooperation.
Long winds and waves will sometimes hang directly on the clouds and sails to the sea.
Returning to the Yangpu Port in front of you again, the small fishing village that was once unknown may not have thought that riding on the east wind of opening up to the outside world, the word "Yangpu" would become a beautiful business card for the development of Hainan, standing in the East and becoming an immortal legend.
