Recently, there have been clusters of epidemics in many schools across the country, exposing that some schools still have weak links in epidemic prevention and control. In order to further scientifically guide schools and childcare institutions at all levels to do a good job in the prevention and control of the new crown pneumonia epidemic, consolidate the main responsibility of the campus, and implement normalized prevention and control and emergency response measures in an orderly manner, we organized experts to carefully sort out the common risk points of the current campus epidemic prevention and control, and revised and adjusted the previous relevant technical plans according to the needs of the new coronavirus pneumonia prevention and control plan and the current epidemic situation, forming the "Technical Plan for the Prevention and Control of the New Crown Pneumonia Epidemic in Colleges and Universities (Fifth Edition)" Technical Plan for the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic in Primary and Secondary Schools (Fifth Edition) and Technical Plan for the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic in Kindergarten Institutions (Fifth Edition).
The revised three versions of the technical plan, on the basis of further strengthening the normalization of epidemic prevention and control management requirements, have added normalized monitoring and early warning on campuses, and refined and improved emergency response measures and health security requirements after the outbreak of the epidemic. The main adjustments are:
First, strengthen the normalization of epidemic prevention and control management requirements, according to the characteristics of different school environments and teachers and students, targeted implementation of campus access management, teachers, students and staff management, key places and areas management, environmental sanitation and rectification, personal protection in schools and other measures, and strive to prevent the epidemic from entering the campus;
The second is to increase the normalization of epidemic monitoring and early warning on campus, timely monitor changes in the epidemic situation, strictly implement measures such as personnel health monitoring, body temperature detection, morning and afternoon inspection, and tracking and registration of absenteeism due to illness, and regularly organize teachers, students and employees to carry out nucleic acid testing and sampling. If an epidemic occurs in the county (city, district, banner), the frequency of nucleic acid detection should be encrypted according to the risk of spread of the epidemic, the proportion of nucleic acid detection and sampling should be increased, the antigen detection should be encouraged, and the early detection of the epidemic in schools should be strengthened;
The third is to refine and improve the requirements for emergency handling of the epidemic, such as immediately completing normalization and emergency mechanism transformation after the outbreak of the epidemic on campus, doing a good job in the control and management of the source of infection, the delineation and control of risk areas and risk personnel, and the orderly implementation of closed management, personnel transfer, nucleic acid testing, health monitoring, environmental disinfection and garbage disposal, etc., to ensure that the spread of the epidemic is curbed in the shortest possible time;
The fourth is to put forward requirements for the vaccination of people of the right age, adhere to the principle of knowledge, consent and voluntariness, encourage people over the age of 3 without contraindications to vaccination, and promote the target population of eligible 18 years of age and older to strengthen immunization;
Fifth, emphasize the humanistic care and service guarantee of teachers, students and employees, strengthen publicity and guidance and psychological counseling during the epidemic prevention and control period, and respond to the reasonable demands and concerns of teachers, students and employees in a timely manner;
Sixth, emphasize the supervision and inspection of campus epidemic prevention and control and risk investigation, and relevant departments arrange special personnel to conduct regular inspection and evaluation to ensure that all measures for school epidemic prevention and control are implemented.
