Xia Wei, a member of the Shenzhen Municipal Committee of the Chinese People's Political Consultative Conference from the economic community, focuses on the development of the semiconductor and integrated circuit industry in Pingshan District this year. Xia Wei said that as one of the core kinetic energy in the "3 + X" industrial system in Pingshan District, the integrated circuit industry has created a good economic and policy atmosphere for its development, and has received full attention and support. In order to focus more on industrial development, clarify the development direction, and accurately invest resources, Xia Wei suggested the introduction of the "Shenzhen Pingshan District Integrated Circuit Industry Special Plan", with 3-5 years as the planning goal, to further clarify the development positioning, development goals, development ideas and main tasks of the integrated circuit industry in Pingshan District.
As a direct influence of policy changes, with the support of the current semiconductor and integrated circuit industry policy in Pingshan District, there are still difficulties in recruiting talents, cumbersome subsidy declarations, limited age for high-level talent certification, less internal communication in the industry, and imperfect supporting industrial chains and environmental protection facilities.
For the above problems, Xia Wei believes that by increasing the support for industrial innovation elements, talent policies, industry interaction and exchanges, and industrial investment capital, we can optimize industrial policies from multiple angles, and improve the industrial service ecology by further improving industrial support and creating a good industrial exchange environment.
Xia Wei proposed that it is not enough to have policies alone, but to improve the post-evaluation mechanism of industrial policies, and to carry out third-party policy evaluation in a focused and step-by-step manner on the implementation of existing industrial policies (such as "support measures"), and timely discover the problems existing in the implementation of policies.
At this year's two sessions of the municipal government, Rao Wei, a member of the science and technology community of the CppcC Municipal Committee, brought a "proposal on accelerating the construction of a comprehensive transportation hub in Pingshan and improving the comprehensive transportation system in the east", which was finally jointly submitted by 49 members. "The committee members' high attention to this matter reflects the imminent need to improve the comprehensive transportation system in eastern Shenzhen, which is also the expectation of the general public." Rao Wei said.
The outline of Shenzhen's "14th Five-Year Plan" proposes to accelerate the pace of "eastward expansion", promote the eastward development factors and urban service functions with greater efforts, and enhance the development level and leading role of the eastern region. "Benchmarking the development positioning of the eastern region and the growing needs of citizens for a better life, the unbalanced and insufficient traffic development in the eastern region is prominent, and the support and leading role in promoting high-quality economic and social development is insufficient." Rao Wei said.
In Rao Wei's view, The Pingshan Comprehensive Transportation Hub, as the only high-speed rail comprehensive hub in eastern Shenzhen, is a powerful engine leading the comprehensive development of the eastern part of Shenzhen, and it is recommended that the relevant departments promote its inclusion as the main hub of Shenzhen into the relevant national and provincial planning, and jointly explore a multi-party benefit sharing development model with Longgang and Pingshan Districts, so as to promote the construction of Pingshan Comprehensive Transportation Hub with high standards, high quality and high efficiency.
Rao Wei also suggested further strengthening the planning and construction of eastern rail transit. "It is necessary to incorporate Rail Line 19 into the fifth phase of the municipal rail transit construction plan as soon as possible and improve the eastern rail transit network, which is also a key step to drive the development and construction of Pingshan High-tech Park and Related Key Areas of Longgang and Pingshan." He said.
