In order to standardize and guide foreign NGOs' activities in China, protect their lawful rights and interests, and promote exchanges and cooperation, on April 28, 2016, the 20th Meeting of the Standing Committee of the 12th National People's Congress deliberated and adopted the Law of the People's Republic of China on the Administration of Foreign NGOs' Activities in China (hereinafter referred to as the "Management Law"), which came into effect on January 1, 2017.

Foreign NGOs refer to non-profit and non-governmental social organizations such as foundations, social groups, and think tank institutions lawfully established abroad, and their domestic activities involve seven aspects, including economy, education, science and technology, culture, health, sports, and environmental protection, and two aspects: relief and disaster relief, which are closely related to our economic and social development.

Where foreign NGOs carrying out activities within mainland China shall register and establish a representative office in accordance with law, and where they do not register to establish a representative office and need to carry out temporary activities within mainland China, they shall file a record in accordance with law.
