After 1987, Xu Ming worked in the former State Economic Commission, the former State Planning Commission, the former Economic and Trade Office of the State Council, the former State Council Economic and Trade Commission and the Ministry of Commerce, and served as deputy director and director of the Department of Market System Construction of the Ministry of Commerce, director of the Policy Research Office, and director of the Comprehensive Department.

On June 22, 2012, the new leading group of the Chongqing Municipal Party Committee was unveiled by 13 people, and Xu Ming did not enter the list of the new standing committee, but still served as the secretary of the party working committee and the director of the management committee of Liangjiang New Area.

One detail deserves attention.

Xu Ming's career history is closely related to the fallen "big tiger" Bo Xilai.

From June 2003 to April 2008, Xu Ming successively served as the main leader of the Department of Market System Construction and the Department of Comprehensive Department of the Ministry of Commerce. During this period, Bo Xilai served as minister of commerce and secretary of the party group.

In November 2007, Bo Xilai parachuted into Chongqing to serve as the secretary of the municipal party committee. In April 2008, Xu Ming followed him and became the deputy secretary-general of the Chongqing Municipal Party Committee and the director of the research office. In April 2012, Bo Xilai fell, and in June of the same year, Xu Ming ceased to be a member of the Standing Committee of the Chongqing Municipal Party Committee.

After leaving Chongqing, Xu Ming went to Beijing.

In March 2013, Xu Ming returned to Beijing to serve as deputy director of the State Grain Administration, retaining the status of vice minister.

In March 2018, according to the State Council's institutional reform plan approved by the 13th National People's Congress, the responsibilities of the State Grain Administration were integrated, and the State Grain and Material Reserve Bureau was established, and the State Grain Administration was no longer retained, and Xu Ming retired.

After retirement, Xu Ming still participates in social activities normally.

Three years after retirement, in July 2021, Xu Ming fell.

Vainly discussing the major policies of the Party Central Committee

Zheng Zhijun noticed that after retirement, Xu Ming also received attention for the divorce lawsuit with his ex-wife for up to 3 years.

According to the civil judgments retrieved by the China Judgment Documents Network, Xu Ming sued for divorce twice in 2018 and 2019. The dispute between the two parties focuses on the right to use a house. On May 25, 2021, the Second Intermediate People's Court of Beijing Municipality ruled in the second instance that Xu's wife had moved out of the house involved in the case, and the house was ordered to be used by Xu Ming.

Shortly after the divorce, Xu Ming was announced by the Central Commission for Discipline Inspection to be deposed.

In January, Xu Ming was expelled from the party.

The Central Commission for Discipline Inspection reported that Xu Ming had vainly discussed the major policies of the party Central Committee and was keen on superstitious activities; had accepted property and property from private business owners in violation of the law, entered and left private clubs in violation of regulations and accepted banquets; failed to report personal matters in accordance with regulations; used the influence of his position to seek benefits for his sons' business activities; in order to pursue personal fame and profits and make many calculations, he regarded public power as a tool for grabbing private interests, vigorously engaged in power rent-seeking, used the convenience and influence of his position to seek profits for others in enterprise operations, project contracting, and promotions, and illegally accepted huge amounts of property.

On April 7, Xu Ming was indicted.

According to information disclosed by the Supreme People's Procuratorate, Xu Ming will be tried in Xiamen, Fujian Province. According to the prosecution's allegations, Xu Ming amassed wealth all the way from the director to the former deputy director of the State Grain Administration:

In January this year, Wang Fuyu was sentenced in a bribery case and using influence to accept bribes. Defendant Wang Fuyu was sentenced to death and his execution suspended for two years.
