At present, human society is standing at a major historical node of transformation and upgrading from agricultural civilization and industrial civilization to digital civilization, and the "new digital revolution" is reshaping the world's new economic and trade order. The Beidou ecosystem developed and constructed by China itself is not only a technical solution for a navigation system, but also an important starting point for practicing the green development of the "Belt and Road", solidly promoting the 17 Sustainable Development Goals of the United Nations, and jointly addressing global challenges under the great banner of the "Community of Shared Future for Mankind". At present, the domestic Beidou basic products have been exported to more than 120 countries and regions, and the land rights confirmation, precision agriculture, digital construction, and smart ports based on Beidou have been successfully applied in ASEAN, South Asia, Eastern Europe, West Asia, Africa and other places, providing high-quality services for local economic and social development. However, so far, we have not fully established the Beidou global discourse ecology that matches the beidou global industrial ecology, so we must stand in a higher dimension to guide, predict, educate, evaluate and disseminate the beidou industrial ecology and discourse ecology, further innovate theoretical expressions, gather international consensus, and comprehensively build a "digital-friendly Beidou +" discourse system that conforms to the trend of the times, which is important for practicing the development concept of the Green Silk Road, maintaining global space security, and promoting the joint construction of the "Belt and Road" High-quality development and building a digitally friendly community with a shared future for mankind are of great significance.

First, the "digital friendly axiom system" is an important theoretical innovation

On August 18, 2020, the Digital Economy and Digital Trade Professional Committee of the China World Trade Organization Research Association (hereinafter referred to as the "CWTO Digital Trade Fair") initiated and convened the World Digital Friendship Conference, issued the "World Digital Friendship Declaration", and on the basis of a large number of investigations and scientific evidence, the world's first digital friendship axiom system was proposed in the world, answering the world's attention questions in theory and practice: In the era of digital civilization, how should we enrich the great philosophical ideas of the community of human destiny, develop a leading and commanding, General and exemplary digital thinking, digital diplomacy, digital governance and other discourse systems and digital economy, digital trade, digital technology and other industrial clusters. The digital friendly axiom system and the discourse system are not simply inventing some concepts, but contain academic research, general expression, communication system, behavioral activities and other aspects, which are the unity of Taoist instruments and the integrity of the system, and ultimately accept the test of the development of social civilization. If the discourse system is weak, the moral belonging and international centripetal force are weak; If the discourse system is strong, it will embrace all kinds of rivers, cultivate the self-confidence of Chinese culture, observe the common value pursuit of mankind, optimize the structure of global governance order, and help the country's economic and social development. Therefore, the discourse system of the era of digital civilization as a whole requires that it be scientific and empirical, and we need to build a discourse system of the digital civilization era with forward-looking, commanding and overall significance based on the basic paradigm of scientific research, so it is timely for the digital friendly axiom system to combine with China's core high-tech industries to form a Chinese solution.

In the Chinese definition of digital friendliness, the CWTO Digital Trade Fair pointed out that digital friendliness is a social civilization trend in which people and digital people coexist in harmony, and its core connotation is the coordinated and sustainable development of people-oriented human production and life and data-driven digital ecosystem, and follows scientific evidence to continuously evolve and improve, and ultimately realize the social state of human freedom and comprehensive development. If digital-friendly sustainable development is identified as the natural state of the next social development, then the characteristics of the current social development are: the endogenous economic growth momentum represented by scientific and technological innovation; The principle of rule of law in the market economy represented by the protection of property rights, free trade and the order of free competition; With man and himself, man and others, man and nature, man and technology, man and society friendly and harmonious, and ultimately realize the ultimate value pursuit of human freedom and comprehensive development.

Second, build a "digital-friendly Beidou+" ecosystem and promote the consensus of green development of the "Belt and Road"

Beidou is not only a satellite navigation system, but also covers the good wishes and responsibilities of China's 5,000-year-old civilization for where mankind will go. The core laws of the digital civilization era include three major laws: Moore's Law, Kurzweil's Law, and Metcalfe's Law. Moore's law determines that computing power and algorithms have become the focus of international competition, while Kurzweil's law and Metcalfe's law determine that the value of the network is proportional to the square of the node, who can achieve the greatest degree of consensus and unified combat power on the node and standard, who may be able to obtain exponential growth effects and advantages at the level of economic scale and knowledge discovery.

1. Standing and unremittingly establishing the broadest consensus on human freedom, international space, and digitally friendly interstellar civilizations. Internationally, the Beidou satellite navigation system faces competition from the American GPS, the Russian GLONAS, and the European Galileo system in the field of positioning and navigation. However, in the future, it is not only the three satellite navigation systems that can form fierce competition for Beidou, but may be laid out everywhere like Musk SpaceX in rocket launch and interstellar colonization, Starlink in low-Earth orbit communication, Tesla in new energy vehicles, Hyperloop in ultra-high-speed railway, Twitter in discourse freedom and other composite ecosystems, cross-industry, multi-dimensional challenges, which requires us to be prepared for danger in times of peace, from human freedom, international space, The height of digital civilization and interstellar civilization should establish the broadest digital friendly consensus and further expand and deepen the ecology of Beidou science and technology and discourse ecology.

2. The Beidou ecosystem and the "Belt and Road" countries and regions to build digital infrastructure complement each other and promote each other, and achieve the green development of the "Belt and Road". Beidou global satellite navigation system has three basic functions: positioning, navigation, timing, in addition to the unique short message communication function, these four functions are only the starting point is not the end. The "Belt and Road" countries have different national cultures and different levels of economic development, which requires us to conform to the development trend of the era of digital civilization, constantly adjust new infrastructure and its application schemes, including 5G technology, and constantly adapt to the customs and economic development level of the Belt and Road countries. All of this requires us to further expand the Concept of Beidou, enrich The Beidou Thought, optimize the Beidou industrial ecology and build a Beidou discourse system that conforms to the times, forming the ability to ask questions, solve problems empirically, and abstractly form theories to guide the practice of digital life; The ability to form innovation with tuple technology, multiculturalism and ideological reorganization, breakthroughs; To build consensus, expand networks, protect property rights, build international rule of law and international rules, maintain the order of competition, play in the rules, and achieve Pareto improvement capabilities; With a thorough understanding of international culture and Chinese culture, to be inclusive and harmonious but different, to tell the Chinese story well, to implement the "friendship between the country lies in the affinity of the people", to obtain the ability to recognize and coexist harmoniously with all parties including themselves, others, society, international, nature and science and technology, to resolve regional conflicts and ethnic contradictions, and to reduce the digital divide and the gap between the rich and the poor. There is no mature textbook to form these capabilities, only in international practice, in scientific and industrial practice to cultivate more interdisciplinary Beidou talents, more learning, summary, openness and sharing, interdisciplinary "digital-friendly Beidou +" applied research, the use of multi-dimensional, systematic incentive policies long-term investment and procurement, so as to cultivate more multi-level Beidou ecology, Beidou enterprises and Beidou talents to realize the great strategic concept of the community of human destiny.

3. Diversify the Beidou ecology and develop economic scale effects based on satellite nodes and digital-friendly consensus. The technology ecology of the Beidou navigation system has been at the forefront of the world, prompting us to strengthen research in academic research, discourse construction, case demonstration and ecological empowerment, promote the cross-integration of "digital-friendly Beidou" with strategic frontier technologies such as the Internet of Things, unmanned driving, artificial intelligence, 5G communications, and blockchain, and promote the integration of Beidou into new infrastructure and spawn new formats and new industries. At the same time, we will actively promote the construction of "digital-friendly Beidou+" new infrastructure. The new infrastructure is a powerful driver of digital transformation, the foundation for the development of the digital economy, and the foundation for digital China. The "14th Five-Year Plan" proposes to accelerate the construction of new infrastructure, build a high-speed ubiquitous, integrated, interconnected, safe and efficient information infrastructure, beidou system as a major spatio-temporal infrastructure for independent construction, independent operation and sustainable development of the mainland, through the empowerment of digital-friendly axiom system, fully aim at the characteristics and trends of the future digital-friendly Beidou format, and will play an important international demonstration role in the joint construction of digital-friendly "Belt and Road" green development.

Third, the basis and direction of the research on the series of topics of "building a digital-friendly Beidou +"

At present, the demand for logistics and positioning in human society is getting higher and higher, and with the maturity of Beidou, the commercial application value of Beidou has also been greatly developed. According to the estimates of the European Global Positioning Research Center, the worldwide demand for satellite navigation and positioning equipment will exceed 9.2 billion units around 2025, and the annual output value will exceed 268 billion euros, of which the growth rate of the Asia-Pacific market will be more impressive. In this red sea, Beidou is undoubtedly the one with the most potential. Combined with the concept of digital friendliness, large-scale application will greatly reduce the level of hardware charges, enhance international reputation and consensus, further determine the leading edge of the commercial market, thereby forming a positive cycle, and finally reaching an ideal state - to achieve long-term prosperity of the system while still rapid iteration.

1. Civil high-precision positioning and navigation services, which is the core of Beidou business. For ordinary user devices, such as mobile phones, shared bicycles, car navigation, etc., it is easy to achieve meter-level positioning accuracy. When the positioning information is uploaded to the sharing platform, users can obtain real-time road conditions while driving, and carry out optimal path planning, such as when enjoying express delivery services, they can also track the dynamics of parcel goods in real time. In addition, for the future of autonomous driving technology that will change the future of human mobility, one of the important technologies is satellite positioning and difference-based enhanced services. Other methods such as many modern agricultural sowing, spraying, harvesting, grazing, etc., also need the precise location provided by Beidou.

2. Scientific research. For scientific applications, high-precision receivers can easily achieve centimeter-level positioning accuracy and millimeter-level baseline accuracy using carrier phase signals and differential technologies, even when science satellites are flying in space. Over the past few years, the research of gravity field, magnetic field, plate motion, rotation, earth's center of mass, ocean tides, glaciers, polar regions, atmospheric science and other earth sciences has reached unprecedented heights, and satellite navigation systems such as GPS and Beidou have contributed to it.

3. Large-scale project construction. As an infrastructure powerhouse, China has made remarkable achievements in large-scale projects such as high-speed rail network, highway network, Hong Kong-Zhuhai-Macao Special Bridge, and Beijing New Airport in recent years. The emergence of Beidou has greatly improved the accuracy of large-scale construction, reaching the highest millimeter level. In some occasions that require time and high-precision synchronization, such as large-scale power grid transmission, ultra-high-frequency financial transactions, large-scale scientific experiments and joint commissioning, Beidou can also play an irreplaceable role.

5. Short message system, which is one of the unique skills of Beidou. Two-way communication between heaven and earth can be achieved through the Beidou satellite, Beidou can send exclusive messages to receivers with this authorized service, and users can also provide information to Beidou, similar to the function of "sending text messages". This has great significance in special environments where there are no communication base stations at all, such as locations such as oceans, deserts, deep mountains and polar regions, and even disaster relief and military environments.

6. Disaster prevention, relief and mitigation. A single Beidou receiver can obtain high-precision position information, and multiple networks can obtain accurate detail changes in a large area. For agriculture, forestry, animal husbandry and fishery, deformation monitoring, hydrological monitoring, meteorological forecasting, geographical mapping, forest fire prevention and area measurement, etc., the needs can be easily realized, far beyond any traditional mapping technology. In addition, some Beidou satellites also carry the payload of the International Cospas-Sarsat Satellite Auxiliary Search and Emergency Rescue Program, and can participate in international cooperation in emergency response in the event of an emergency.

7. Drive a huge industrial chain. After Beidou is fully completed, it will normally maintain at least 30 global service constellations, which means that it will continue to maintain a certain frequency of satellite launches to replace the old satellites that are gradually retired. Beidou satellite itself needs the support of a series of aerospace, communications, microelectronics, chips, information theory and other industries, which can drive the scientific research needs of many industries for a long time.

In addition to the above 7 points, under the guidance of the concept of "building a digital-friendly Beidou +", we can benchmark the Starlink system to further enrich the international communication and Internet of Things services in low-Earth orbit. At present, we have two kinds of communication systems, one is the ground mobile communication system, and the other is the satellite mobile communication system. The ground mobile communication system uses a large number of underground buried optical cables to form an optical cable network to connect the city, and then builds a large number of base stations on land to transmit signals to achieve wireless network coverage. Satellite mobile communication system is a satellite network composed of satellites, and satellite telephones are receiving equipment. In theory, as long as there are enough satellites, 5G can be achieved. The Starlink system has 77 near-Earth satellites, so that users can make calls at any time, and 5G can achieve rapid connection between mobile phones and ground base stations, but in the end, the data still needs fiber transmission, or there will be delays. The air conduction delay of satellite data is lower than that of optical fiber. In remote areas, the cost of installing optical fiber is too high, and the Starlink system does not need the advantage of laying optical fiber, which can make communication, Internet access and Internet of Things services occupy remote markets, and 5G occupies the central city, which is complementary to the construction of communication networks in The Belt and Road countries. Musk plans to send 12,000 satellites, Starlink plans are all low Earth orbit, geodesy satellites, space stations mostly use low Earth orbit, low Earth orbit is a scarce resource, occupying low Earth orbit is also necessary and urgent. We can extend the concept of Beidou to launch satellites in low-Earth orbit with multiple satellites in one arrow, and achieve competition with Starlink's high-speed information network in the field of communications and remote areas.

To this end, our research direction includes but is not limited to building a "digital-friendly Beidou" + safe space, smart city, smart park, smart community, smart village, smart water, digital trade port, spatio-temporal intelligence and meta-universe, etc., to gather the light of Beidou technology and build a digital-friendly world.

Fourth, the implementation path of building a "digital-friendly Beidou+" ecosystem is proposed

1. Establish a "digital-friendly Beidou +" discourse system and a green ecosystem research group. The project follows a research path that combines theory and practice, starting from academic analysis, and using technology, economics, trade and legal theories to answer the question of what is "digital-friendly Beidou+". The historical development of Beidou industry ecology and the multi-dimensional practice process are described empirically, starting from the endogenous growth of contemporary science and technology, the development and transformation of diplomacy and commerce, and the perspectives of "big diplomacy", "people-to-people diplomacy" and "digital diplomacy" under the framework of non-traditional diplomacy and sovereign countries are taken as the starting point for understanding "digital-friendly Beidou+", so as to demonstrate the basis for the establishment of the "digital-friendly Beidou+" proposition. On the basis of sorting out the existing concepts of navigation, positioning and messages, from the main characteristics, organizational system, objectives, topics and objects, etc., the concept of "digital-friendly Beidou+" is defined, and the basic characteristics and forms of the "digital-friendly Beidou+" ecosystem are analyzed.

Apply the theory of technological development and the principles of economics. In the context of globalization, it discusses the law of participating in international exchanges based on navigation and positioning of industrial cluster entities, and answers the question of the construction of the "digital-friendly Beidou +" global discourse system. Establish an analysis framework that combines the implementer and structure, the macro (international system) and the micro (city, park, industrial cluster, free trade zone, community, village, etc.) at different levels, observe the impact of various internal and external factors on the digital friendliness of enterprises, industries, parks, communities and villages under certain spatio-temporal conditions, and derive the dynamic mechanism and function realization mode of "digital-friendly Beidou +".

Avoid blindly following the presuppositions of western schools of international relations theory. Strive to draw on the existing technology and economic theory schools that can be learned, expound on the development of "digital-friendly Beidou +" from the aspects of concept, characteristics, mechanism and function, start from our own rich and colorful practices, start from our own domestic resources and the international environment in which we live, and carry out literature research, case analysis and policy analysis based on empirical methods.

2. Establish the "Digital-friendly Beidou+" joint innovation laboratory. Enhance international collaborative research and project transformation. Support the international collaborative innovation of Beidou Technology, and jointly build a "digital-friendly Beidou +" joint innovation laboratory, collaborative innovation center and science and technology park with well-known scientific research institutes and laboratories at home and abroad to expand international innovation cooperation. Accelerate the landing and transformation of overseas innovative projects, and provide supporting support in project incubation, transformation and industrialization. Accelerate the layout of a number of collaborative innovation platform carriers at home and abroad. Support large enterprises to build a number of distinctive application demonstrations of the "digital-friendly Beidou+" in countries related to the "Belt and Road" and signatories to regional comprehensive economic partnership agreements. Support innovation entities to build joint R&D centers, laboratories, incubators and other innovation platforms overseas in the form of self-construction and shareholding and co-construction, support industry alliances and associations to lead the establishment of characteristic international innovation alliances, and accelerate the integration of Beidou ecology into the international innovation network. Simultaneously establish a "digital-friendly Beidou+" high-end composite talent research and training system, build a theoretical highland and public opinion highland for the Beidou navigation system in the application of digital economy and digital trade, and eventually become an output highland for digital-friendly officials and talents who understand technology, products, business, operation, and international negotiation in the Beidou industrial ecology, and export "digital-friendly Beidou+" experience, discourse system, characteristic industries and talents at home and abroad.

3. Released the "China Digital-friendly Beidou+" innovation index. Build a global "digital-friendly Beidou +" standard research and output base. Establish a forecasting, education and evaluation system under the guidance of the digital-friendly axiom system, and declare the Chinese concept and Chinese plan of "digital-friendly Beidou+" to the world through index release. Focus on the global "digital-friendly Beidou +" innovative technology, innovative enterprises, innovation parks, etc. competitiveness, innovation and friendliness index research, the permanent high-level expert group as a think tank, hire first-class cross-border experts to carry out research, and compete for the global discourse power of cities, parks, enterprises, communities and villages in the combination of navigation, positioning and messaging services.

4. Timely hold relevant activities such as the "Digital-friendly Beidou+" global forum. In the World Digital Friendship Conference, we can also adopt the method of co-creation, co-construction and sharing in other activities to hold the "Digital-friendly Beidou+" global forum and release the "Digital-friendly Beidou+" series of research results. Led by the digital-friendly axiom system, we will promote the construction of a new global discourse body of "digital-friendly Beidou +", build a platform for the exchange and dissemination of innovative ideas and innovative concepts of "Digital-friendly Beidou+", a trading platform for the release of innovative technologies and innovative industries, and a platform for consultation and sharing of innovative rules and innovative governance.

5. Carry out global cooperation in the "digital-friendly Beidou +" innovation ecosystem. Jointly build a "digital-friendly Beidou+" ecosystem with global partners with location advantages and comparative advantages, carry out digital economy and digital trade cooperation, build a global "digital-friendly Beidou+" database and incubation system, further enhance international exchange capabilities in general expression, technology transfer, business cooperation and talent research and training, promote innovation and international cooperation in the Beidou industrial ecological chain with a higher level of people-to-people diplomacy, and give full play to the demonstration and leading role in the green development of the "Belt and Road".
