Roh Moo-hyun, who has been engaged in legal work for a long time, knows very well that South Korea's procuratorial system is a strange existence, the rights of procurators are amazing, it is a political tumor in South Korea, and the reason why South Korea has the Blue House curse is precisely because of the procuratorial system.

Ideally, the prosecutor is the embodiment of justice, the dragon slayer teenager. But absolute power often leads to absolute corruption, and in South Korea, dragon slayer teenagers often turn into evil dragons.

This is due to three reasons.

First, the professional culture of the procuratorial system is extremely repulsive to reform.

South Korea's internal hierarchy of prosecutors is very strict, and it is said that there is a rule that does not become, if there is a junior who is promoted to a higher position than the predecessor, then all the seniors have to take off their uniforms and resign. Second, the integration of police and procuratorate has made the procuratorial system too powerful, which has been mentioned earlier.

Third, the existence of the Central Investigation Department of the Grand Prosecutor's Office has made the procuratorial system a "presidential killer." This institution is too powerful, beyond the three realms, to directly investigate all political cases, including the president, and is the number one thug of politicians and chaebols.

Of course, there are also claims that this institution was left by the Americans to clean up the disobedient president.

04 Fate

All presidential cases in South Korea are completed by this body.

It is conceivable that once someone can control the inspection system, it is almost as long as they want to do it. An institution without checks and balances should not exist.

Therefore, the reform of the procuratorial system must solve two problems, one is the separation of police and procuratorates, and the other is to get rid of the Central Investigation Department of the Great Prosecutor's Office.

As soon as Roh Moo-hyun took office, he aimed at the procuratorial system and made a big move in the appointment and dismissal of personnel.

But as soon as he spoke his mind, he was frantically counterattacked by the latter. No one wants to surrender their power, let alone such a hierarchical institution.

Prosecutors not only banded together to boycott the appointment and dismissal of the new president, but also quickly launched an investigation into Roh Moo-hyun's election funding, which was promoted by Park Geun-hye and conducted by the Central Investigation Department.
