During the Ming Dynasty, in order to resist the Wokou, Weihaiwei was established in Weihai, taking the meaning of "Weizhen Frontier Sea", from which Weihai got its name.

The first stop: a generation of famous guards

The Ming Dynasty established a military system called the Weishou. Generally, 5600 people are one guard, and the guard is stationed throughout the country as a military unit. In the thirty-first year of Ming Hongwu (1398), in order to defend against the invasion of the Wokou, Weihaiwei, Chengshanwei and Jinghaiwei were established in the territory of present-day Weihai. Weihaiwei is located within the urban area of today's Weihai, and is known as the "Four Famous Guards" together with Tianjin Wei, Jinshanwei and Zhenhaiwei.

Weihai Acropolis was built in the first year of Yongle (1403) with four gates and an area of 0.56 square kilometers. In the second year of Ming Hongzhi (1489), Zhao Heling, the deputy inspector of Shandong, came to Weihaiwei to inspect and saw that the city wall had collapsed, so Shangquan used Taishan incense money to rebuild the Weihaiwei city wall. After the city wall was repaired, Wei Haiwei commanded the envoy to donate his own money to build the Huancui Tower in the northwest corner of the city wall. The original Huancui Building was small, but it took five reconstructions to have its current size.

The second stop: strictly prevent densespread

In order to defend against the Wokou, the Ming Dynasty set up a strict defense system in the coastal areas. According to the Ming Dynasty's compilation of coastal defense atlases, "Compilation of Sea Charts", only on the 989-kilometer coastline in present-day Weihai, three guards, four institutes, more than a hundred bunkers, and many military villages were set up. The three guards are Weihaiwei, Chengshanwei, and Jinghaiwei, and the four are the Hundred Foot Cliff Houshou, the XunshanShou, the NingjinShou, and the Haiyangshou.
