Guo Huan introduced that at the beginning of the village, the poverty alleviation work was not easy to carry out, and some people questioned it and some people did not understand it. In the face of this situation, Guo Huan actively visited the masses, listened to the voices of the masses, went deep into the homes of poor households to visit the poor and asked questions, and quickly eliminated the sense of distance between him and the villagers, and truly became a member of the village. He vigorously publicized the party's various policies on poverty alleviation, carried out various forms of skills training, and ensured that various poverty alleviation policies were implemented.

Build and strengthen the "two committees" team

Dongjiaokou Village is located in the northwest mountainous area of Duli Town, Yindu District, with 55 households, a population of 196 people, an area of 15.33 hectares of arable land, 18 households and 73 people in 18 poor households, with a poverty incidence rate of 37.2%, which is the only deeply impoverished village in the city, and the task of poverty alleviation is extremely arduous. "In November 2017, through my personal application and organizational research, it was decided to send me to Dongjiaokou Village as the first secretary of the village." Walking on the neat streets of Dongjiaokou Village, recalling the scene when he first arrived in the village, and then looking at the current appearance of the village, Guo Huan was full of emotions.

"When I first arrived, there was no party branch secretary in the village, only 1 village committee chairman. The village has not developed party members for many years, and the village party organization is basically paralyzed. Guo Huan told reporters that after being stationed in the village, coinciding with the change of the "two committees" of the village, he took this as a starting point, and through visiting the masses in the early stage, he mapped out the village conditions and public opinions, and strictly followed the procedures for the change of term to produce 1 party branch secretary, 1 director of the village committee, 3 branch committees, and 1 village committee, and equipped with a strong "two committees" team, which changed the situation in which the village party organization was weak and scattered and the organizational life could not be carried out normally, and laid a solid organizational foundation for winning the battle against poverty.

"After Secretary Guo came, the organizational life was enriched, and every Monday night, I would go to participate in the concentrated study of party members, and every study would be fruitful." Cui Jinshui, a party member of the village, said. Not only that, Guo Huan also organized the party members of the whole village to visit and study at the former site of the headquarters of the 129th Division in Hebei County and the Jiao Yulu Memorial Hall in Lankao County, to commemorate the revolutionary martyrs, inherit the red gene, learn the spirit of Jiao Yulu, and relive the oath of joining the party. Guo Huan set up a WeChat group for party members so that party members who are migrant workers can also learn. In addition, Guo Huan implemented the system of party member points management and "three services openness", carried out the activities of "bright identity, bright commitment, and bright performance" of party members, and effectively played the vanguard and exemplary role of party members.

Some villagers introduced that in the past, there were no street lights in the village, and the villagers did not have any entertainment activities, and the whole village was dark at night. "Now, we elderly people like to go to the square to play chess and chat, not to mention how comfortable life is." Speaking of the changes that Guo Huan has brought to the village, Meng Wancheng, a villager who is playing chess with his old friend, put down the chess pieces in his hand, stood up on crutches, and excitedly told reporters about the changes that have taken place in the village.

It is understood that since 2018, Guo Huan has actively coordinated and accumulated more than 3 million yuan of project funds, successively repaired the irrigation canals, cross-river pipelines and revetments of the surrounding village destroyed by the "7.19" floods, repaired the village stage and the office of the village committee, built a new cultural activity room, a health room, a Huinong supermarket, an e-commerce agency point and a standardized tourist toilet, newly built a flood drainage bridge, a reservoir, hardened the village road, an ancient sandalwood sightseeing road, painted a cultural wall, installed street lamps, etc., and solved the production and life difficulties of the masses. It has enriched the amateur life of the masses and enhanced the sense of gain, happiness and security of the masses.

Innovative ideas for poverty alleviation

Vigorously develop the collective economy

"Every holiday, the village is bustling!" Villager Wang Qiong warmly invited Guo Huan and reporters to visit his farm. Wang Qiong was once a poor household, and with the help of village cadres, she opened the first farm in the village and achieved poverty alleviation and income. "The geographical conditions here are special, and we rely on our unique advantages in natural resources to vigorously develop rural tourism and achieve industrial revitalization and industrial prosperity." Guo Huan told reporters that at present, the 7 ancient sandalwood trees in the village have become popular attractions, attracting many tourists to come for sightseeing. In the next step, Dongjiaokou Village will continue to develop rural tourism and strive to build a beautiful countryside and a demonstration village with tourism characteristics.

In addition, after many investigations, on the basis of photovoltaic power generation projects, Guo Huan helped establish the village collective economic organization Anyang Dongxin Pepper Professional Planting Cooperative, and coordinated and helped the enterprise Yulong Coking Group Co., Ltd. to sign a long-term agricultural product underwriting agreement with the cooperative, realizing the stable increase in the village collective. Last year, he and the cadres of the "two committees" of the village combined with the Dejiang Agricultural Products Company, a leading enterprise introduced by the Duli town government, adopted the poverty-stricken model of "leading enterprises + cooperatives + poor households", and the leading enterprises were responsible for the purchase and underwriting of the agricultural products of the Anyang Dongxin Peppercorn Professional Planting Cooperative, realizing the branding and marketization of agricultural products, enhancing the competitiveness of products, broadening the channels for increasing the income of the village collective, and developing and expanding the village collective economy.

In the past 3 years, Guo Huan has worked hard to overcome difficulties in all aspects, forge ahead, and work actively, and at the end of 2019, Dongjiaokou Village has achieved poverty alleviation in the whole village, withdrawn from the sequence of poor villages, and won the battle against poverty as scheduled.

As the sun sets, the cultural activity square of Dongjiaokou Village is filled with the laughter of children, and the women of the village step on the beat and dance cheerfully. Smiling and full of hope for life in their eyes, they are striding forward on the road to rural revitalization.
