Promote the construction of Anshan City at the national level
Comprehensive steel industry base
At the Fifth Session of the 13th National Committee of the Chinese People's Political Consultative Conference, Cui Lun, a member of the National Committee of the Chinese People's Political Consultative Conference in Zhuliao, suggested that from the perspective of ensuring the safety and stability of the industrial chain supply chain, taking the steel industry as the starting point and Anshan City as the pilot city, we should promote the construction of a state-level comprehensive steel industry base in Anshan City.
As we all know, Anshan is not only a prefecture-level city under the jurisdiction of Liaoning Province, but also an important steel industry base in China approved by the State Council, the largest steel industry city in Northeast China, and the first steel industry city in China, with the reputation of "Steel Capital of the Republic" and "Cradle of China's Steel Industry". Because of this, the development of Anshan steel industry has always been a concern of the steel industry.
So, is it feasible to use Anshan as a pilot city to promote the construction of a national-level comprehensive steel industry base?
Advantages of Anshan City
At the CPPCC meeting, Cui Lun said that Anshan City has certain advantages in building a state-level comprehensive steel industry base.

First of all, Anshan City is one of the few cities in mainland China that has a long process of 'mining-beneficiation-sintering pellets-smelting-calendering' to produce a complete industrial chain and a complete ecological chain, and the comprehensive competitiveness of the steel industry is strong;
Secondly, the proven iron ore reserves in Anshan, the advanced mining and dressing technology of poor hematite and the successful cases of the 'digital intelligence mine' project, as well as the ability and potential of the subway concentrate production, all provide natural industrial support and strategic guarantee for the industrial safety of the mainland steel industry and the national strategic security;
In addition, in the 2022 Anshan Municipal Government Work Report, it was also pointed out that the anshan steel industry has achieved remarkable results in extending the chain, and the scale of the steel and deep processing industry cluster has exceeded 160 billion yuan. With the in-depth advancement of the "double saddle" integration and the reorganization of Anshan Steel to become the world's third largest steel enterprise, the scale of steel agglomeration in Anshan is becoming increasingly prominent, and this will be a strong backing for Anshan to build a national comprehensive steel industry base.
Anshan steel industry chain is increasingly perfect
From the 2022 Anshan Municipal Government Work Report, we can see that Anshan has been constantly improving the steel industry chain, and has taken a new step in promoting the construction of Anshan's steel industry system by doing fine and strong steel main business. At the same time, in 2021, Anshan's steel industry has also achieved remarkable results.

In 2021, with the completion and operation of projects such as weathering steel for Zizhu UHV towers and Angang scrap processing base, 52 Angang supply chain enterprises settled down, laying the foundation for promoting the construction of the upstream and downstream industrial chain of steel. In particular, a number of billion-level and tens-billion-level large-scale projects such as the development of West Anshan Iron Ore, the largest monomer iron ore mine in China, have been signed and landed, which has filled the gap in the introduction of large-scale projects in recent years.

The digital economy is on the rise. With the start-up and operation of the digital industrial park, the world's first "5G industrial private network + smart steelmaking" has been industrialized in Angang Steel, the country's first iron ore industry digital mine joint innovation center has been established in Anshan, and the secondary node of Angang Industrial Internet identity resolution has been put into operation. And these will be a powerful driver of the digital development of Anshan's steel industry.

The level of opening up to the outside world has continued to improve. Deep integration into the joint construction of the "Belt and Road", accelerate the planning and construction of "Anshan Port", and the construction of Anshan Port will also contribute to the going out of steel products.

The intensity of pollution prevention and control has been increasing. Complete the second round of annual rectification tasks of the central ecological and environmental protection inspectors on time and with high quality. Implemented 46 ultra-low emission retrofits of steel. The strengthening of environmental protection in the steel industry will undoubtedly further accelerate the pace of transformation and upgrading of the industry.
Anshan steel industry development plan for the next five years
Anshan stands because of steel and prospers because of steel. Promote the development of innovation platforms, build innovative research and development zones in high-tech zones, and strengthen the construction of the State Key Laboratory of Steel for Marine Equipment. Guided by the needs of steel and other industries, we will increase cooperation with northeastern universities, Liaoning University of Science and Technology and other universities and research institutes, carry out core key technology research, and promote the transformation of more than 130 scientific and technological achievements.
Implement the upgraded version of the "Steel Capital Talent Plan" 2.0, introduce a group of innovative talents, and make Anshan a hot land for innovation, a highland for creation, and an entrepreneurial paradise.
Deeply fight the battle against pollution. Complete the rectification of the feedback problems of the central and provincial ecological and environmental protection inspectors in order, and fight the defense of blue sky, clear water and pure land with higher standards. Highlight the in-depth treatment of key industries such as steel and mining, and continue to improve environmental air quality.

Accelerate the promotion of green and low-carbon development. Compile a carbon peak action plan before 2030 and resolutely curb the blind development of "two high" projects. Implement special actions to reduce consumption, and reduce the intensity of energy consumption by more than 3%. Promote the reduction of solid waste sources and the utilization of resources, plan to build a "double carbon" industrial park, and create a "waste-free city".
It can be seen from this that the construction of a national-level comprehensive steel industry base in Anshan is not only the trend of the times, but also an important development direction of Anshan steel industry in the future. Focus on scientific and technological innovation and improve the level of the industrial chain
At present, the mainland steel industry still has problems such as overcapacity pressure, insufficient industrial safety and security capabilities, green and low-carbon development level to be improved, and low industrial concentration. In this context, Anshan's ambitious goal of building a national-level comprehensive steel industry base is also a long way to go. As Cui Lun mentioned in the proposal, this not only requires government policy support, but also requires the joint efforts of upstream and downstream steel enterprises, and to achieve this goal, scientific and technological innovation is the first step. Carry out innovative research on advanced process technologies such as hydrogen metallurgy, low-carbon metallurgy, clean steel smelting, thin strip casting and rolling, headless rolling, undertake national key projects, promote original innovation and key core technology research, and break through a number of "card neck" technologies.
Led by enhancing the ability of source innovation, relying on the industrial advantages of Anshan's local innovation, research and development, talents, etc., the layout focuses on key common technologies such as low-carbon metallurgy, clean steel smelting, thin strip casting and rolling, efficient rolling, process control based on big data, energy conservation and environmental protection.
With green, wisdom and digitalization as the main line, we will focus on promoting the construction of large-scale iron ore projects such as West Anshan, Chentaigou and Zhangjiawan in Anshan City, and coordinate the comprehensive utilization of bulk solid waste and mine restoration.
The steel industry is the pillar industry of the national economy, which plays an important role in economic construction, as well as in social development, fiscal taxation, national defense construction and stable employment.
