Liu Yuenan: Library Information and Archives Management is the name of a first-level discipline, which is a merger of three second-level disciplines, namely archival science, library science and information science.

Before 1997, these 3 disciplines belonged to 3 first-level disciplines. Library science belongs to literature; information science, formerly called scientific and technological information, belongs to science; archival science belongs to a direction of historical philology. In 1997, the Academic Degrees Committee of the State Council revised the catalogue of disciplines, and the three disciplines were merged into one first-level discipline, which was set up under the category of management.

The Paper: In 1952, the archival higher education cause of New China was born in Chinese Min University. In the past 70 years, what developments and changes has archival education undergone?

Liu Yuenan: Since Professor Wu Baokang was entrusted by the central government in 1952 to start higher education in archival science, the development and change of archival disciplines has been very great. 2022 marks the 70th anniversary of our hospital.

The development and changes of archival education in the past 70 years are mainly reflected in several aspects: First, the discipline of archival science has developed from the renmin university to 38 in China. At the same time, the National People's Congress has also become the "working mother machine" of Chinese archival science, and has sent a large number of archival science teachers to the outside world.

Second, at the level of archival personnel training, the earliest archival training class belonged to a one-year non-formal education, which was later changed to a 4-year undergraduate, and by 1982, we had a master's degree in archival science, and in 1994, the first batch of doctorates in archival science was officially enrolled. Now, our college has a postdoctoral mobile station for the entire first-level discipline, and the talent training system for undergraduate and doctoral students has been very complete.

Third, with the completion of the talent training system, the coverage of disciplines continues to expand, and the sub-disciplines of archival science are also growing, and there are now 10 sub-disciplines such as basic theory of archival science, archival business management, electronic file management, and archival protection technology.

Fourth, the employment scope of students is getting wider and wider, and the employment channels are becoming more and more diversified. The proportion of original assignments to archives is very high, and the professional pertinence is very strong. With the development of economic and social development, the proportion of employment in archives and bureaus is decreasing, and the proportion of government agencies, enterprises, universities, and scientific research institutions is increasing. Another change is that the international exchanges related to archival science are becoming more and more abundant, and our international discourse power is also increasing. Our college became a member of the International Council of Archives in 1984 and had voting rights in the International Council of Archives, which was rare in China at that time. Liu Yuenan: For the public, the term archives may also have a more mysterious veil. Many people think that the files are either yellowed paper locked in the safe, or the information in the personnel file bag, although related to their own fate, but have never been seen. Some famous scientists also believe that archives are relatively closed historical records that are not open to the public. This shows that there is a misunderstanding of the archives by the public.

Archives are produced in all walks of life, and all forms of business activities produce archives. Archives are original business information, valuable first-hand information, and have the reputation of "historical record" and "social memory".

Archives are closely related to the public and interesting aspects, such as the current very hot blockchain technology, now the National Archives Bureau is carrying out the electronic file single set management pilot (single set of management that is, electronic files are only in electronic form to produce and save, no longer printed into paper), in the pilot application, many units are using the blockchain to ensure the authenticity and reliability of electronic files.

Liu Yuenan: During the 13th Five-Year Plan period, first of all, while maintaining the overall strength of the discipline, we consolidated the strong disciplinary position of archival science. Our teachers have maintained the status of domestic vanguard in domestic and international research results, and the number of articles published at the top of the international and domestic industries ranks first in the country.

At the same time, the discipline of library and information science has also made good progress. In the past five years, our publication volume in the top journals in the field of graphics such as the Journal of Library Science of China and the Journal of Information Technology has made great progress, and the ranking of articles in the Journal of Libraries of China has entered the top three by more than a dozen.

Therefore, we are not only strong in archival science, but also in the discipline of library and information technology.

In terms of talent training, we have promoted large-scale enrollment and large-scale training, and have made overall adjustments to the college's talent training program, with more emphasis on a thick foundation, and the basic courses of undergraduate majors have been opened.

We have also launched a special talent training project, among which the "Digital Memory" thick talent growth support plan is open to undergraduate students, mainly to use digital technology in the inheritance of human cultural heritage, to build and disseminate digital memory. In terms of scientific research, archival science projects and monographs have been significantly improved compared with the previous five years, and the tradition of consultation and social service has been further strengthened. During the "13th Five-Year Plan" period, 14 consultation reports were approved by leaders at or above the provincial and ministerial levels and adopted by relevant departments, of which 9 were approved by party and state leaders.

In new China, there was first higher education in archival studies, and then there was the establishment of the State Archives Bureau, that is, the state archives department. At the beginning of 1954, Professor Wu Baokang, the founder of our discipline, and the Soviet experts at that time inspected the practice of Chinese archival work and believed that China needed to set up a national archival department. Therefore, Professor Wu Baokang wrote a consultative report to the central government, and after the approval of many central leaders, the State Archives Bureau was established at the end of that year. This may be the first national industry authority to be promoted by an academic unit since the founding of New China.

In international exchanges, we also have many breakthroughs, such as joining the ischool alliance of global information institutes, appearing at many academic conferences, and participating in the formulation of international standards.

The new round of "double first-class" construction takes digital humanities as a new growth point

The Paper: In the new round of "double first-class" construction, what are the new plans and goals of the School of Information Resources Management of the Renmin University for the construction of selected disciplines?

Liu Yuenan: Like the previous round, our new round of selection is still the discipline of library information and archives management.

2021 is the first year of a new round of "double first-class" construction, we have completed the overall planning of the construction of "first-class disciplines" in the next five years, and the overall goal is to build a world-class discipline with strong strength, international influence and international discourse.

In the next five years, we must not stop at the original achievements, but also have new developments. Specifically, there must be a better discipline layout, to consolidate the status of archival science as the cornerstone of the discipline, digital humanities should become a new discipline growth point, tuqing is a supporting discipline, and the three major disciplines in the next five years should go hand in hand and integrate development. The basic path is to follow the track of digital transformation and promote the construction of first-class disciplines based on archival science, with digital humanities as a breakthrough and supported by tuqing.

Around this goal, we have made meticulous plans from the aspects of talent training, scientific research, and teacher team construction. One of the most colorful sub-plans in the new round of "first-class disciplines" construction plan is about talent training. Around the fundamental task of Lide tree people, we will exert our strength from several aspects:

At the undergraduate level, we dilute the boundaries of majors, promote the digital transformation of curriculum settings, and integrate the curriculum programs of the three undergraduate majors of archival science, information resource management, information management and information systems, including 10 course modules, echoing the orientation of the national undergraduate talent training with a wide caliber and thick foundation. Each student is required to take enough digitized course credits. Launched the "Future Data Talent Program" and "Digital Humanities Elite Program". One is partial to data management, the other is the combination of digital technology and humanistic knowledge, humanistic research, and humanistic communication, hoping that students can adapt to the needs of the future digital society for the management and development of information resources and the development and utilization of talents. Two projects and three majors are implemented in a four-year consistent system without time point selection, and students choose courses according to course modules and identify majors according to course credits. The College and the Renmin University School of Journalism have opened double-degree experimental classes on data management and new media operation. In the first year of 2021, a total of 30 students from the two colleges were selected for the dual degree experimental class. In the future, we will further give full play to the characteristics and advantages of radiation, permeability and intersectionality, and cross-integrate with other disciplines in talent training.

In terms of interdisciplinary talent training, information resource management itself involves history, management, technology, etc., there is a strong intersection, and now all walks of life have to take the road of digital transformation, so our intersectionality will also be reflected in more aspects.

At the postgraduate level, starting in 2021, we have for the first time positioned the professional master's training direction as the training of data management talents, and have been widely recognized by the society, and the enrollment ratio is 10:1.

It has its own master's degree program in digital humanities, which is also the first degree program in the field of digital humanities in China. Although this degree program is located in our college, its faculty and curriculum design are jointly participated by teachers from the School of History, the National College, the School of the Environment, and the School of Arts.

In the international training of talents, we plan that, on the one hand, the courses of local teachers should have an international vision, cases and theoretical methods; on the other hand, the teachers of world-class disciplines should be attracted through various means, such as opening online courses and online training camps under the epidemic situation, so as to cultivate digital, cross-cutting and international talents.

In terms of scientific research, we will respond to the national strategic needs, further integrate scientific research forces, condense scientific research results, and commit to the construction of scientific research platforms and the cultivation of scientific research atmosphere. The school has condensed 4 core scientific research teams, including traditional strength archival science, file management, and new disciplines such as digital memory and information analysis. Now data-driven journalism, law, sociology, history, literature, etc. have put forward high requirements for information analysis, and we hope to be able to combine information analysis with specific industry needs and make heavyweight scientific research results.

In the strategic direction of the construction of the whole discipline, in the next five years, we will further absorb the opinions and suggestions of teachers, and make some adjustments according to the actual situation of international and domestic, off-campus and college.

【On Talent Training, Team Building and Evaluation】

The competition for talents in colleges and universities is fierce, and it is necessary to coordinate the balanced development of disciplines in the overall layout

The Paper: You talked a lot about talent construction, and we know that the construction of "double first-class" is inseparable from the construction of the teaching staff. At present, the competition for excellent teachers among colleges and universities is almost white-hot, what do you think of this phenomenon?

Liu Yuenan: The competition for talents has indeed become white-hot, because the development of various undertakings in colleges and universities needs a strong talent team to support them.

On the one hand, competition is the norm in the development of various undertakings; on the other hand, it is also the result of the role of the discipline evaluation baton. On the one hand, discipline evaluation and the construction of "first-class disciplines" are conducive to the accumulation of superior resources and can make some disciplines stand out on the stage of world higher education; on the other hand, it inevitably leads to the fierce competition of various resources, including talents.

I think the most important thing here is two pieces: First, the main body of the construction of various disciplines should establish a cooperative situation, if the cooperation in the circle is greater than the competition, the reasonable flow of talents will not damage the foundation of the construction of various disciplines. Another is that the state also needs to consider the layout of disciplines as a whole, and while gathering resources to promote the emergence of some disciplines, it is necessary to consider how to balance the development of other disciplines; it is not appropriate to give up some disciplines because of the temporary shortage of talents or resources.

I learned that some universities, especially the former 985 and 211 universities, will cut down on some of the lower ranked subjects in order to maintain their leading position in subject evaluation or the construction of "first-class disciplines". This is a bad signal for the development of those disciplines, and if the curtailed disciplines themselves are not too large in the country, it will be a loss for the cultivation of talents in the country.

Our library information and archives management discipline is facing such a problem, the overall scale is not large, and it is more necessary to establish a good talent flow ecology. When we introduce talents, we also warn ourselves that we cannot easily touch the foundation of other disciplines, such as well-known professors, talents with "hats", or talents with the most history and potential in this discipline, do not dig.

In this way, the entire ecosystem can be maintained, rather than the top few of the disciplines are particularly strong, but the large teams behind are weak. If the stronger the stronger and the weaker the weaker, it is not a good talent competition ecology.

We should strengthen the cooperation and interoperability of talent training, and avoid colleges and universities from "digging up people" with each other.

The Paper: When it comes to the flow of talents, I think of the previous "nanjing university to introduce five people from the school of information management of Wuhan University" has aroused attention. Not long ago, the Ministry of Education mentioned that it is necessary to support the establishment of "talent posts for the revitalization of the western region" in the western region' colleges and universities, and if high-level talents in the central and western regions, especially the western colleges and universities, flow out of the western region within the employment period, they must cancel the corresponding titles and financial support and other new policies. How do you see the flow of college teachers, and what are the aspects behind the flow of talents that deserve attention?

Liu Yuenan: The flow of talent is actually a very normal phenomenon, as the old saying goes, "people go to high places, and water flows to low places." Therefore, we should advocate reasonable mobility and oppose unreasonable or unfair competition for talents.

The restrictions on the flow of talents in the central and western regions are largely reasonable, and they are protecting regional higher education talents from the perspective of the state and the overall situation.

The motivation for talent flow is more complicated, and some specific analysis can be done for specific cases. For example, why does talent flow? He may be motivated by considerations for various factors, such as the fact that the original disciplinary platform is not enough to support the development of his research direction, or the problem of treatment. In addition, scholars may also attach great importance to whether the traditional culture of the discipline of the college is compatible with its expertise.

Therefore, as mentioned above, I would like to advocate that the state view the flow of talents from the perspective of maintaining a good academic ecology; individuals should abide by the bottom line of talent mobility.

I think that all discipline construction points should focus on the cultivation of talents in a longer term. For example, the talents we send, especially doctoral students, will be the main force of our disciplines in the future. If we strengthen cooperation and interoperability in this regard and let talents grow up, we can largely avoid the phenomenon of "digging people" for each other in the later stage.

We also hope to promote the training program of a talent in advance and plan in advance with the relevant universities in China in the doctoral training stage to form a good mechanism.

The Paper: Is this currently in the conceptual stage, or has it been tried?

Liu Yuenan: It is still in the stage of conception. But when I talk to the deans of the library, information and archives management departments in China, their common demand is that we want us to train more archival teachers, and some deans say that they have not entered archival science for several years.

When we combed the team of doctors in archival science, we found that there were more students in the north of our college, and some doctors were reluctant to go to the central or southern regions to study and work. Therefore, we came up with an idea: the students and potential teachers of other sister universities could be sent to us for customized training. Of course, for this plan to take shape, it also needs to be supported by the relevant departments of the school.

In addition, we also have our own needs in this regard, and we hope that sister institutions, such as Peking University, Nanda University, Wuhan University and other colleges, can also cultivate more suitable teaching talents for us, rather than picking fruits from their established teaching staff. I hope that everyone can establish such a consensus and have some corresponding talent training projects to prevent vicious competition for teachers in colleges and universities in the future.

The "either rise or go" policy needs more supporting measures

Under the existing talent evaluation standards, it is difficult to introduce teachers in emerging fields

The Paper: Speaking of the construction of teachers in colleges and universities, how do you see the pressure on young teachers in colleges and universities under the "non-promotion or go" policy?

Liu Yuenan: "If you don't rise, you go" is an issue that has attracted special attention in the construction of the teaching staff of colleges and universities, especially by the young academic community.

This policy should be viewed in two aspects, on the one hand, it is reasonable and beneficial, so it will be implemented, and only then will it be able to stimulate the academic enthusiasm of young teachers and mobilize their enthusiasm for actively participating in the construction of disciplines. The policy also has supporting support - the "non-scramble" part of the teachers get paid higher than the average teacher's salary. At the same time, it can indeed eliminate a small number of people who are not suitable for teaching and research positions in universities.

On the other hand, "if you don't go up, you have to leave" is a bit cruel, and the work pressure, psychological pressure, and life pressure brought to young teachers are relatively large. In this case, the "either rise or go" policy also exposes certain drawbacks. The Paper: Do colleges and universities have any pain points and difficulties in the construction of young teachers?

Liu Yuenan: We still have a lot of pain points and difficulties, and recently they are more concentrated in the introduction of talents in emerging fields. For example, digital humanities is a new field, and its talent evaluation standards will be relatively new, but the existing talent introduction standards are developed under mature disciplines, so the talents with high recognition in the academic circles will not be able to be introduced because they do not meet the existing talent evaluation standards.

Therefore, we hope that under the guidance of the central government's new talent development strategy, we can introduce talent policies that are more in line with the actual situation and more adapted to the different situations of various disciplines, so that everyone can have a greater space for selecting and employing people.

After breaking the "five onlys", it is necessary to establish new talent evaluation standards

Surging News: Regarding talent evaluation, the "Fifth Round of Discipline Evaluation Work Plan" issued by the Ministry of Education makes it clear that it is necessary to resolutely break the "five only" stubborn diseases and not use SCI and ESI related indicators as a direct judgment basis. What work has the Renmin University Information Resources Management Institute done to break the "five onlys"? After breaking the "five onlys", what standards or principles should be used to evaluate talents?

Liu Yuenan: We are now seeking answers to this. It may be a problem for higher education in China as a whole.

It is not broken and not standing, but on the other hand, there is no way to achieve true "breaking" without "standing". Now the crux of the problem is that the "five onlys" are broken, but how to establish, what kind of talents are qualified talents, and how to evaluate? There is no uniform answer or standard in this regard.

To be honest, in terms of breaking the "five onlys", the space of the college is relatively limited.

For students, we do have some broken "five only" regulations, such as the requirements for the results of doctoral students, which used to publish two core journal papers, but now the number has decreased, and at the same time, more attention is paid to papers recognized by peers in the discipline in the evaluation standards. In addition, the forms of results are more diversified, in addition to journal papers, standards, consultative reports, teaching materials, including digital publications, resource libraries, websites and other new forms of results, are also included as effective high-quality results.

In terms of the evaluation standards of the teaching staff, it is necessary to establish the entire system well, and I personally feel that it will take a relatively long process. Originally, how many core journal papers were published was assessed, and now there are some masterpieces that can also be used as results, but how to objectively evaluate masterpieces has become a new problem.

Academic evaluation, talent evaluation, in fact, is also a position in our library information and archives management discipline, our college also hopes to be able to work with the relevant departments of the school, and sister colleges to do academic evaluation of the peers, together around the needs of national talent work, to make a more pragmatic talent evaluation standards, in the "five only" at the same time to set up talent evaluation standards.

Breaking the student's inner volume: It is necessary to strengthen the coordination of school management and guide students to take the path that suits them

The Paper: In the past few years, what everyone has discussed more is to reverse the phenomenon of "happy universities", but in the past two years, it has been frequently mentioned that the topic of "inner volume" of college students, especially famous college students. What do you think of these phenomena and topics? What work can be improved in the current field of talent development?

Liu Yuenan: This is also a very thought-provoking question. I personally understand that the inner volume is unnecessary competition within the same position.

The phenomenon of college students, especially students of famous universities, does exist, the reasons are very complicated, one aspect may be affected by the baton - the growth channel of students includes baoyan, study abroad, employment, etc., of which baoyan may be the most powerful path of internal involvement. On the other hand, there are also students' own reasons, that is, students are crowded on a road and pay too much attention to these indicators.

In addition, the talent development program of the teaching unit may be designed too carefully. At present, there are many departments involved in talent training, including academic affairs departments, student work departments, departments responsible for ideological work, etc., and each department has its own work design for the training of students. Therefore, students, including colleges, are faced with a situation where a needle below is a thousand lines, and to individual students, they may not only complete the increased academic work under the requirements of inquiry-based learning, but also participate in various practical project activities, cultural and sports activities, and academic activities. To solve this problem, in addition to guiding students to follow their own path, management departments also need to strengthen coordination.

The Paper: The important purpose of the construction of "double first-class" is to cultivate first-class talents, what characteristics do you think first-class talents should have and what standards should they meet? Has the current talent training reached this level or has relevant qualities?

Liu Yuenan: This question is actually more difficult to answer. Because of the thousands of people, the demand for talents in all walks of life in the country is also different.

I think that the knowledge structure and ability structure of first-class talents may be composed of two major blocks, namely the basic part and the professional part. The professional part is more obvious, such as the knowledge and skills of the profession and discipline.

The basic part is equivalent to the base of personal growth, and it is difficult to describe it in one or two words to define it. Personally, I believe that first-class talents must have a pattern and the ability to connect personal development with the overall development of the country and society. Specifically, we must have a long-term vision, an open mind, and be able to judge where we stand and where we are going in a larger platform and a broader world. Therefore, educating students to "have the world in mind" is not an empty word, but a very real word.

Second, first-class talents must have a sense of responsibility and responsibility, and when they encounter difficulties, they must be able to face difficulties, cannot hide, and cannot be exquisite egoists.

Moreover, we must have the tenacity to be able to move forward firmly when we continue to encounter various difficulties.

These basic parts may be continuously cultivated from the family, from kindergarten, primary school, secondary school to university, which is the whole process of talent training. Universities should consolidate and strengthen it and guide its development more consciously.
