In the context of rapid urbanization, grassroots units are undertaking more management and service functions, and it is crucial to create a reasonable relationship between "national construction" and "grassroots vitality" in the transformation. General Secretary Xi Jinping has pointed out many times: "The foundation is not solid, and the ground is shaking." Since the Eighteenth National Congress of the Communist Party of China, the mainland has clearly carried out reform practice with "socialized services as the direction", further emphasizing the consolidation of the foundation of grass-roots social governance and promoting the construction of grass-roots governance teams.
The "three integrations" reform at the grass-roots level refers to the reform of the law enforcement force of the township street integration examination and approval service, which aims to form a joint force of grass-roots governance with the recombination and re-innovation of the grass-roots governance system. In January 2020, Jiangsu Province officially launched the grass-roots "three integration" reform in the exploration of the reform of the management system of economically developed towns, and clearly promoted the "1+4" model in the province, that is, with the strengthening of the party's overall leadership as the core, delegating approval authority, integrating overall law enforcement service resources, promoting the in-depth reform of town and street institutions, and establishing a new governance paradigm of "centralized standardization of approval, deepening of supervision services, and comprehensive administrative law enforcement" at the grass-roots level.
Weiting Street promotes grass-roots reform with "three steps", that is, to implement the tasks stipulated in the "1+4" reform in the province, explore the "full cycle" governance closed loop, build a grass-roots autonomous operation mechanism, and promote the realization of functional access to the network and service into the household through the "three networks" (network single director, network handling, grid management) and "three doors" (knocking on the door to gather the heart, opening the door to gather wisdom, breaking the door to gather strength), vigorously crack the internal management inefficiency and external management service fragmentation, significantly enhance the governance efficiency, and for the "three integration" Reform and the modernization of urban grassroots governance provide a "unique pavilion blueprint" that can be used as a reference and nested.
Adhere to party building to lead the innovative governance system. Deeply implement the concept of "full-cycle management", three-dimensional sorting and reconstructing street functions, and form nearly 600 specific responsibilities in 11 categories. Establish a "one core, three elements" full-cycle management model with the regional joint party committee as the core, form a "three lists" of patrol records, law enforcement services, and supervision and judgment, and create a streamlined and efficient governance closed loop. Integrate law enforcement forces, build a "1+5+N" system for street linkage law enforcement, "1" is a newly established comprehensive administrative law enforcement bureau in the street, "5" is to coordinate "multiple networks" such as public security, traffic police, safety supervision, environmental protection and market supervision, "N" is for other empowering law enforcement matters such as national land, and promote the transformation of grass-roots law enforcement methods from departmental lines to joint law enforcement, so as to achieve "one team to manage law enforcement". Strictly abide by the review processes and systems for all aspects of law enforcement, establish and complete linkage coordination mechanisms such as case reporting, joint prevention and control of social risks, and double random and one public spot checks.
Strengthen service orientation and improve governance efficiency. Weiting Street takes "people's will, public opinion, people's wisdom, and people's strength" as an important starting point for grass-roots governance, gradually moving down the focus of social governance and services, and extending the grass-roots approval authority and basic service matters. Build a new platform for online and offline, all-round service to the people, and improve the supply of basic public services in the community.
Build a government service system under the framework of digital government, implement the goal of online handling of basic public service matters; develop and promote the "Du Tinghao" WeChat Mini Program to implement convenient public services around the grass-roots masses; strengthen "customer thinking" and rely on "One Netcom Office" to design "one thing" integrated service module. Scientifically plan the distribution of public service facilities in the jurisdiction, the street service center for the people and 7 sub-centers cover all communities in the street, vigorously promote the "six offices" service system such as online office and centralized office, and more than 190 people's livelihood service items have been completed "at most once".
Strive to build a team of "general social workers" so that residents can "find one person and do everything". Grid members have changed from "sitting and waiting for the door" to "active entry", and strive to achieve active and comprehensive service before, during and after the event, and realize the refinement of community services. Explore the "de-administrativeization" of grass-roots communities, and promote the return of communities to autonomous functions and enhance the level of community self-service by exploring and implementing six major operating mechanisms such as "one grid of red services" and "one list of service rights and responsibilities".
Promote data integration and demonstrate governance accuracy. Weiting Street actively promotes the integration of multiple networks, explores the construction of an integrated and efficient scheduling system, creates an integrated command platform of "Smart Weiting", and deepens the working mechanism of "big data + grid + iron footboard" with the idea of "grid governance, data support, and overall scheduling", so as to make the city run smoother and smarter.
Coordinate the internal strength of the grid, integrate and form a "1+29+464" three-level grid system, and the street functional departments are basically included in the "one network" to achieve "multi-network integration, one network operation, and one network unified management"; promote interconnection, open up the three major databases of the jurisdictional geographic database, population database, and legal person database, and connect the data information such as urban management, social security, health planning, and the "12345" convenience platform to the "wisdom pavilion" platform; implement the "red rooting plan", and form "one long ten members and two teams" in the three-level grid. Absorb 2232 party members and more than 20,000 volunteers, use a pair of "iron feet" into the community, walk up the stairway, take the initiative to find problems, maintain data vitality, population, geography, housing, business and other hundreds of thousands of data information at all levels of grid sharing common.
Under the framework of "Wisdom Pavilion", Weiting Street innovates the "four singles" work method, that is, residents and grid members discover and upload work orders, "Wisdom Pavilion" platform classification and distribution of work orders, functional departments receive and dispose of work orders, integrated command center acceptance and archiving work orders, and strengthen the linkage and interoperability of comprehensive administrative law enforcement and smart platforms to ensure that personnel departments respond in a timely manner and law enforcement management is accurate and efficient.
