According to the Anhui Discipline Inspection and Supervision Network, on the afternoon of 18 May, the Chizhou Municipal Intermediate People's Court publicly pronounced a first-instance judgment on tao hai, former inspector of the Anhui Provincial People's Air Defense Office and former president of the Provincial Civil Defense Association, for accepting bribes, and sentenced Tao Hai to 10 years and 4 months in prison and a fine of 600,000 yuan for the crime of accepting bribes; and recovered 8.083 million yuan of Tao Hai's illegal gains.
The court found that from 2003 to 2019, defendant Tao Hai took advantage of his position as the director of the seven divisions of the Provincial Government General Office, the member of the party group of the Provincial Civil Air Defense Office, the deputy director, the inspector, the vice president and president of the Provincial Civil Defense Association, and other such positions, accepted the entrustment of others, and through recommending nominations, greeting relevant personnel, etc., to seek benefits for others in nominating the association's leadership position, handling civil air defense equipment production qualifications, undertaking civil air defense projects, and promoting posts, or taking advantage of the convenience of his own authority and position, etc., Through the acts of other state functionaries in their positions, they seek improper benefits for others and illegally accept cash from others totaling RMB8.083 million.
At trial, the court held that Tao Hai, as a state functionary, took advantage of his position to seek benefits for others and accept bribes, illegally accepted money and property from others, and the amount was particularly huge, and his behavior constituted the crime of accepting bribes. In view of the fact that Tao Hai had confessed, withdrew all the stolen funds, admitted guilt and accepted punishment, and other circumstances, he could be given a lenient punishment in accordance with law, so the above judgment was made in accordance with law.
The Liaoshi Bureau (ID: shijuguanzhu) noted that in May 2020, Tao Hai was suspected of serious violations of discipline and laws and was subject to disciplinary review and supervision investigation. At this time, he had been retired for nearly 3 years.
According to public information, Tao Hai, male, Han ethnicity, born in June 1957, a native of Jinzhai, Anhui, joined the Communist Party of China in August 1978, joined the work in January 1976, and has a postgraduate degree on the job.
Tao Hai served as deputy director of the third office of the secretary of the general office of the Anhui Provincial Government, director of the seventh division of the general office of the provincial government, deputy director of the provincial civil air defense office, member of the party group, inspector of the provincial civil air defense office, etc., and retired in July 2017.
In November 2020, Tao Hai was expelled from the party.
The circular at that time said that Tao Hai, as a leading cadre who is a party member, has lost his ideals and convictions, disregarded party discipline and state law, betrayed his original intentions, forgotten his roots, and openly regarded the power entrusted by the party and the people as a tool for seeking private interests; he engaged in power and money transactions and the transmission of benefits, was insatiably greedy and morally corrupt, seriously violated many party disciplines, constituted a violation of official duties, and was suspected of accepting bribes, the amount was particularly huge, and he did not restrain or accept his hands after the Eighteenth National Congress of the Party, which was serious in nature and had a bad impact, and should be dealt with severely.
