People's Daily Client News: On October 23, 2021, the Third Forum on Local Legislative Theory and Practice, co-sponsored by the Legislation Research Society of the China Law Society, the Gansu Provincial Law Society, and Northwest Normal University, hosted by the Law School of Northwest Normal University and the Local Legislation Research Society of the Gansu Provincial Law Society, and co-organized by Peking University Fabao, Beijing Yingke (Lanzhou) Law Firm, Beijing Dongwei (Lanzhou) Law Firm, and the Editorial Department of Local Legislation Research, was successfully held. More than 350 experts and scholars from colleges and universities, scientific research institutes, and rule of law practice departments across the country, including Liu Songshan, vice president of the China Legislative Science Research Association and professor of East China University of Political Science and Law, Zhu Liyu, professor of the Law School of Chinese Min University, and Liu Zuoxiang, vice president of the Jurisprudence Research Society of the China Law Society and Guangqi Scholar Distinguished Professor of Shanghai Normal University, attended the meeting online.
The opening ceremony was presided over by Du Ruizhe, dean of the Law School of Northwest Normal University. Han Gaonian, vice president of Northwest Normal University, expressed his welcome to experts and scholars and thanked them for their support for the development of the legal discipline of Northwest Normal University. Xue Feng, member of the party leading group and full-time vice president of the Gansu Provincial Law Society, Professor Feng Yujun, vice president and secretary general of the Legislative Studies Association of the China Law Society, and Li Gaoxi, director of the Legislative Affairs Commission of the Standing Committee of the Gansu Provincial People's Congress, respectively congratulated the convening of the forum.
The forum is divided into two phases. The first stage was presided over by Professor Du Ruizhe, the theme was "Basic Theory and Frontier Issues of Filing Review", and experts such as Liu Songshan, Zhu Liyu, Liu Zuoxiang, Gao Jiawei, Yu Qi, and Zhao Xiaohai made keynote reports on the improvement of China's constitutional filing review system, the establishment of a multi-level social norm filing review system, the standard of appropriateness of standardized filing and review, the conflict with the higher-level law, and the intelligent filing review. Professor Wang Baomin of the Law School of Xi'an Jiaotong University and Liu Ping, Distinguished Professor of the Law School of East China Normal University, respectively made comments.
The second stage was presided over by He Junyi, associate professor of the Law School of Northwest Normal University, with the theme of "Frontier Issues in the Practice of Filing and Review of Normative Documents". Professor Luo Shuping of the National Judges College, Professor Chen Hongguang of Anhui University, Wang Shumei, Associate Professor of Guizhou University for Nationalities, Zhang Yujie, Associate Professor of Guangzhou University, Sun Ji, lecturer of China University of Petroleum, Jiang Lin, doctoral candidate of Sichuan University, and Cao Qin, director of legislative operations of "Peking University Magic Treasure", respectively discussed the filing and review of normative documents of the judicial procuratorate and the procuratorate, the standards for the review of the legality of local government rules, the dilemma of "having a must", the revision of rules in the legislative review system of normative documents, the provisions on administrative penalties in local legislation, and the special review in the filing review of people's congresses. Thematic reports were made on issues such as the legislative practice of districted cities. Liang Xisheng, a researcher at Southwest University of Political Science and Law, Li Weimin, director of Beijing Weibo Law Firm and professor at the Law School of Wuhan University, and Wang Hongying, professor of the Law School of Northwest Normal University, respectively made comments.
The closing ceremony of the forum was presided over by Qi Jianhui, deputy dean of the Law School of Northwest Normal University, and Professor Feng Yujun made a wonderful summary of the academic research results of the two stages of the conference, and encouraged local legislative theoretical researchers and practitioners to continue to carry out in-depth exploration of legislative issues. The holding of this forum has won the recognition and praise of experts and scholars from all walks of life, which not only enhances the exchanges between relevant scholars and practical experts, but also attracts more young scholars to devote themselves to the study of legislative issues.
