Comrade Huang Hao, an outstanding member of the Communist Party of China, a tried-and-tested loyal communist fighter, former member of the Standing Committee of the CPC Guangdong Provincial Committee and former director of the Propaganda Department, deputy secretary of the party group and vice chairman of the Seventh Guangdong Provincial Committee of the Chinese People's Political Consultative Conference (WHO enjoys the treatment of reimbursement of medical expenses according to the provincial standard), died in Guangzhou at 13:19 on February 20, 2021 at the age of 88 due to ineffective medical treatment. Comrade Huang Hao (formerly known as Shupeng, Minghe, etc.) was born in November 1933 in Xingning, Guangdong. He began his career in June 1949 and joined the Communist Party of China in November 1956. From December 1949 to March 1956, he successively served as a member of the grain requisitioning and construction team of the fourth district of Boluo County, Guangdong Province, a district clerk, the acting director of the propaganda and education unit of the county land reform committee, the propaganda department of the county party committee, the county party committee, the county party committee office, and the district government officer; after March 1956, he served as an editor in the Boluo County newspaper Luofushan Bao; from August 1959 to July 1964, he studied in the journalism department of Chinese Min University; from August 1964 to August 1968, he studied at the Journalism Department of Chinese Min University. He served as an editor in Yangcheng Evening News, during which time he was seconded to the Propaganda Office of the Provincial Revolutionary Committee from August 1967 to August 1968; from September 1968 to July 1983, he served as the head of the commentary group of nanfang daily, the deputy editor-in-chief of the theory department, the director and deputy secretary general of the theoretical research office of the propaganda department of the provincial party committee; from July 1983 to April 1989, he served as the deputy director and director of the propaganda department of the provincial party committee. After April 1989, he served as a member of the Standing Committee of the Provincial Party Committee and the director of the Propaganda Department, and from February 1993 to January 1998, he served as deputy secretary and vice chairman of the party group of the Provincial Committee of the Chinese People's Political Consultative Conference. He retired in April 2002 and has been entitled to reimbursement of medical expenses according to the provincial governor's standard since September 2019. Comrade Huang Hao was born in an ordinary rural family, diligent and studious since childhood, influenced by progressive ideas, full of enthusiasm, pursuing the truth, and in the youth of students, he plunged into the revolutionary torrent, entered the revolutionary school and began to work for the party. In 1949, he was assigned by the organization to Boluo County to participate in the work of the grain collection team, actively eliminated the negative influence of reactionary rule, and gradually gained the trust of the masses by helping the village to clear ditches and sweep the floor, and at the same time further strengthened his ideological foundation of serving the people. In March 1950, Comrade Huang Hao was transferred to the fourth district of Boluo County as a clerk, and then served as the acting director of the propaganda and education unit of the county land reform committee, and actively participated in the anti-peace and desert crossing movement in the attached towns. From April 1951, he joined a new round of land reform movement, full of enthusiasm, long-term sleep and food, night and day, high intensity work. In March 1956, he began to work as the editor of the Boluo County Newspaper "Luofushan Bao", and in August 1959, he was admitted to the Journalism Department of Chinese University to systematically study the party's journalism theory. After graduating from university in July 1964, he worked in Yangcheng Evening News and Nanfang Daily. During the "Cultural Revolution," he always adhered to his political stance, clearly distinguished between right and wrong, and tried his best to eliminate the interference of "Left" erroneous ideas within the scope of his work. Since April 1978, he has served as the head of the writing group of the theoretical group of the provincial party committee, and has taken a clear stand in the struggle to expose and criticize the "Gang of Four", writing many articles with sharp brushstrokes, profoundly exposing the counter-revolutionary crimes of the "Gang of Four" and helping cadres and the masses to further clarify the right and wrong of ideology, right and wrong of theory, and right of line. After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, Comrade Huang Hao successively served as the director, deputy secretary general, vice minister and minister of the Theoretical Research Office of the Propaganda Department of the Provincial Party Committee, and after April 1989, he served as the standing committee member of the Provincial Party Committee and the director of the Propaganda Department. He always kept firmly in mind the mission of promoting reform and serving the overall situation, and with the innovative thinking of emancipating the mind and having the courage to explore, carried forward the style of study that seeks truth from facts and is vivid and lively, led the province's propaganda and cultural front to actively drum and shout for reform, opening up, and the development of the socialist market economy, solidly promoted the development of Guangdong's propaganda, ideological, and cultural undertakings, and created a good public opinion atmosphere for reform and opening up. He paid close attention to changes in the situation at home and abroad, persisted in taking history as a mirror, seeking truth from facts, personally wrote articles and reports, fought back against various "Left" criticisms in the construction of the special economic zones, and wrote articles such as "Three Theories" and "Three Discernments" to support and cheer up the pioneers of the reform of the special administrative regions, to carry out work creatively from reality for the cadres and masses of Guangdong, and to encourage the spirit of daring to break through and dare to take risks. In the spring of 1992, Comrade Deng Xiaoping inspected the south and delivered an important speech; under the leadership of the provincial party committee, Comrade Huang Hao actively deployed the study and propaganda of the spirit of Deng Xiaoping's southern speech, promoted the emergence of a number of news newsletters and commentaries that aroused enthusiastic repercussions, such as the Shenzhen Special Economic Zone newspaper "The Oriental Wind Comes full of spring" and the Xinhua News Agency's "Great Tide Surging on the Pearl River," and quickly set off a wave of study and propaganda in southern Guangdong. In response to the call of the central authorities and the needs of the times, he insisted on having the responsibility of guarding the land, being responsible for guarding the soil, and fulfilling his responsibilities in guarding the soil, promoting the innovative development of Culture and development in Guangdong, perfecting and perfecting the management system and mechanism of news and publication, culture and art, radio, film and television, personally grasping creation, planning, grasping fine products, and grasping talents, and successively launched a number of high-quality works that have received enthusiastic responses at home and abroad, such as "Lingnan Library", the movie "Sun Yat-sen", and the TV series "Love Full of Pearl River". It was once known as the "Guangdong phenomenon". During his leadership post, he worked tirelessly, persisted in carrying out in-depth theoretical thinking in practice, left behind a large number of articles with broad horizons, profound philosophy, true emotions, and vivid writing, and authored "JianQuan Collection", "Echo Collection", "Reform Tide and Reform Consciousness", "Qingtao Collection", etc., from the aspects of theory, news, literature and art, external propaganda, and spiritual civilization construction, comprehensively and deeply and vividly recorded the work trajectory in the ideological field of Guangdong in the early stage of reform and opening up. Many concepts and viewpoints on propaganda and cultural work that are of universal significance and reflect Guangdong's characteristics have been put forward, which have provided useful enlightenment for innovating and developing propaganda, ideological and cultural work under the new situation. After serving as the deputy secretary and vice chairman of the party group of the Provincial CPPCC in February 1993, he was in charge of the work of the Proposal Committee, the Education and Culture Committee, and the Literature and History Materials Committee, and he insisted on working around the center of the provincial party committee and the provincial government, effectively performing the functions of the CPPCC "political consultation, democratic supervision, and participation in the administration and discussion of state affairs", and played an active role in improving the quality of the proposal work of the Provincial CPPCC, promoting the formulation and introduction of policy documents for building a strong province through education, and strengthening the work of literature and history materials to serve the construction of the two civilizations. Unremitting efforts have been made to create a new situation in the province's deliberative democracy work. After leaving his leading post, Comrade Huang Hao still had infinite sincerity to the party and always paid attention to the cause of the party and the state, to Guangdong's reform, opening up, and modernization, and to the development of Guangdong's propaganda, ideological, and cultural undertakings. He actively exerted his residual heat and served as the president of the Guangdong Overseas Friendship Association, committed to enhancing unity, inheriting culture, promoting exchanges, and actively matching, introducing and outreaching and excavating resources for promoting Guangdong's economic and social development. Comrade Huang Hao has been loyal to the party and the people all his life. In his revolutionary career of more than half a century, he has always firmly adhered to the ideals and convictions of communism and has unlimited loyalty to the party and the people and to the revolutionary cause of the proletariat. At the crucial moments and major issues concerning the fate of the party and the country, he was sober-minded, adhered to principles, took a firm stand, took a clear-cut stand, and unswervingly maintained a high degree of unity with the party Central Committee ideologically, politically, and in action. He was open-minded, selfless and fearless, fair and upright, taking into account the overall situation, and never considering personal gains and losses. He did not forget his original intention, cared about the well-being of the masses, and did practical things and solve difficulties for the masses. He was modest and prudent, worked hard and complained, worked hard and was simple, honest and honest in performing official duties, and maintained the political nature of a communist.
