Attach great importance to consolidating the institutional foundation

In 2016, 8 departments in Shandong Province jointly issued the Opinions on Strengthening the Work of High-skilled Talents to Promote Industrial Transformation and Upgrading.

In 2019, the General Office of the Shandong Provincial Party Committee and the General Office of the Shandong Provincial Government issued the Opinions on Further Improving the Treatment of Skilled Workers, which clearly stipulates that full-time graduates of senior technical schools or technician colleges who have obtained vocational qualifications for senior workers and preparatory technicians shall implement relevant treatment in accordance with the equivalent of college and undergraduate degrees in terms of enlistment, professional title evaluation, recruitment of public institutions, employment and entrepreneurship support, etc.

At the provincial level, it provides a fundamental institutional guarantee for the equal employment of graduates of technical colleges and universities, and creates a social atmosphere of fair employment and equal competition.

Dig deeper and increase the supply of posts

Resolutely break the employment orientation of only famous schools and academic qualifications, guide public institutions to establish the concept of correct selection and employment of personnel, and actively develop positions suitable for graduates of technical colleges and universities.

Relax the setting of conditions for ordinary management positions and general-purpose professional and technical posts, set minimum standard conditions under the premise of meeting the needs of work, and expand the vision of selecting and employing people.

Reasonably set up skill-based post conditions, highlight vocational skill conditions, scientifically set occupational skill levels, and appropriately reduce or no longer set academic requirements.

Encourage technical colleges and universities at all levels to introduce high-skilled personnel to serve as full-time teachers or internship instructors.

Guide graduates of technical colleges and universities to start businesses at the grass-roots level.

Combined with the implementation of the recruitment policy in difficult and remote areas, the recruitment of county and township public institutions adheres to the "four relaxations, one optimization", that is, relaxing the conditions of academic qualifications, majors, household registration and age, optimizing recruitment methods, broadening the vision of grass-roots public institutions in selecting personnel, and providing equal employment opportunities for graduates of technical colleges and universities.

Classify and implement policies to smooth the introduction channel of skilled talents in public institutions

Personnel who have won relevant awards in the World Skills Competition, the China Skills Award, and the National First-Class Vocational Skills Competition and their instructors are directly hired by means of expert review and organizational inspection.

Technical colleges and universities recruiting qualified high-skilled talents, may appropriately relax restrictions such as work experience, reasonably set the content of the examination, reflect the principle of "what to do, what to test", mainly to test professional skills and teaching ability, and adopt trial lectures, skill operations and other methods of recruitment.

Strengthen supervision to ensure the implementation of policies

Perform the duties of the comprehensive personnel management department of public institutions in accordance with the law, consolidate the responsibilities of the competent departments of public institutions, strengthen supervision and inspection, safeguard the legitimate rights and interests of graduates of technical colleges and universities, and ensure equal opportunities for competition.

Use filing supervision well. Carefully review the open recruitment plan of public institutions, strictly enforce the requirements for post qualifications, and resolutely put an end to the restrictive qualification conditions of graduation institutions, learning experiences outside the country (territory), and learning methods.

Strengthen policy guidance. Strictly implement the requirements for equal treatment with ordinary college graduates, and as long as graduates of technical colleges and universities meet the requirements of other conditions such as majors, the recruiting unit may not refuse to apply.
