Under the Prevention and Control of Diseases Regulation, no person is allowed to risk infection against another person and is liable to a fine of HK$5,000 and imprisonment for 6 months. In addition, under section 101(2) of the Criminal Procedure Ordinance (Cap. 221), any person who incites another person to commit a criminal offence is sentenced to the maximum penalty for that criminal offence, while any person with intent to cause bodily harm to another person is liable to life imprisonment.
